HomeMy WebLinkAboutMINUTES - 09101985 - 2.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted' this Order on September 10, 1985 by the following vote: . AYES: Supervisors Powers , McPeak, Torlakson , Fanden NOES : None ABSENT:' Supervisor Schroder ABSTAIN,: None SUBJECT.: Recommendation to Solid Waste Commission on Landfill Siting The Board of Supervisors was informed that the Solid Waste Commission is considering recommending to the Board a study proposal for "backup" landfill sites to the three privately proposed landfills. At the August 27, 1985 Board of Supervisors meeting and several prior Board meetings many speakers called for additional landfill siting studies. Several cities and sanitary districts have also expressed the need for additional landfill siting studies. i The Board of Supervisors on May 21 , 1985 encouraged the efforts of the privately proposed landfill projects to proceed through the permit process. In order to give the Solid Waste Commission additional direction in their recommendation to the Board, it is appropriate for the Board to state that the Board will favorably consider a study to identify possible "backup" site to the three privately proposed landfills. The Board has been informed that the Solid Waste Commission intends to j formalize its recommendation to the Board at the Commission' s October 2, 1985 meeting. It is by the Board ordered that the Solid Waste Commission is requested to report back to the Board on October 8, 1985 on the following items: I . A study scope for evaluating landfill sites identified in the Central Contra Costa Sanitary District/County Study for possible use as "backup" to the three privately proposed sites. The study should review sites at a reconnaissance level and no major geotechnical investigations should be done on any site during this study. 2 The staff of the Community Development Department should list landfill site evaluation and operational criteria for presentation to the Commission and inclusion in the recommendation back to the Board. These criteria should include the criteria now being used to evaluate the privately proposed landfill sites during the environmental impact report process and those that will be used by regulatory agencies in granting permits to landfills. 3: A recommendation for an appropriate method of funding the study, . recognizing that several agencies have pledged financial support to such a study. 4 . A recommendation how cities and sanitary districts, and the public are to be involved- in the study. SUBJECT: Funding for a Study on Evaluating Landfill Sites In its approval of the recommendations presented by staff relative to instructions to the Solid Waste Commission on landfill siting, Board Members referred to recommendation number three requesting the Commission to submit an appropriate method for funding the study on evaluating landfill sites . Supervisor Fanden recommended that the Director of I Community Development be requested to provide the Solid Waste Commission with an estimate of the cost of funding a study for evaluating landfill sites identified in the Central Contra Costa Sanitary District/County study . Jordan , President , Eastern Contra Costa Board of Realtors , pre- sented letters signed by Presidents of West Central and Eastern Contra Costa Boards of Realtors , expressing sup- port for a study to consider the possibility of - publicly owned or privately owned landfill sites in each region of the County. Betty Murphy presented a letter dated August 10, 19859 from the League of Women Voters of Diablo Valley, on the need to continue the long range planning process begun by the Central Costa Sanitary District to identify landfill i sites . She noted that the League recommends that the study be enlarged to identify a transfer station site , pre- ferably in the Central County area . i June Bulman , Chair , Contra Costa Conty Solid Waste Commission , spoke on the educational workshops held by the Commission relative to solid waste issues . She advised that the siting issues will be presented to the Board in October .
