MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 27, 1985 SUBJECT: D'Avila Way - E1 Sobrante - Request to Close Road to Through Traffic Specific Requests or Recommendations E Background A Justification I, RECOMMENDED ACTION: Approve recommendation of Public Works Director and deny request to close D'Avila way to through traffic. II. FINANCIAL IMPACT: None III. REASONS FOR RECOMMENDATION/BACKGROUND: The Board of Supervisors, through its order dated July 23, 1985, referred to the Public Works Director, requests from Charles M. Crowell , #1990 North California Blvd. , Suite 24, Walnut Creek, Nicholas F. Paoni , 5310 D'Avila Way, and Bill Edwards, #5330 D'Avila Way, to close D'Avila Way to "through" traffic. This request is being made in conjunction with the Planning Commission' s approval of 44 apartments on the northwest corner of San Pablo Dam Rd. and D'Avila Way in E1 Sobrante (Land Use Permit #3017-85) i D'Avila Way is a narrow rural type County road in this vicinity. Due to the horizontal curvature of San Pablo Dam Rd. at D'Avila Way, and the existing diagonal private parking along the business frontage on the northeast corner of this intersection, sight distance is severly restricted for motorists attempting to enter San Pablo Dam Rd. from D'Avila Way. For this reason in 1966, the Board of Supervisors established a one-way (northbound) traffic pattern on a portion of D'Avila Way to prevent motorists from entering San Pablo Dam Rd. at this location. Road conditions have not changed since 1966 at his intersection and the sight restrictions still exist today. (continued) During the application process for LUP 3017-85, local residents along D'Avila Way and la Honda Rd, expressed concern about the additional traffic that would be generated by the proposed apartment complex and its impact on D'Avila Way and La Honda Rd. As a result, local residents and the developer are requesting the Board of Supervisors to close D'Avila Way to through traffic by installing a barricade across D'Avila Way, The barricade and construction of a turn-around at the barricade is proposed to be constructed in such a way that emergency vehicles and pedestrians can pass through it. The installation of a barricade across D'Avila Way Way would require all traffic generated by the proposed apartment complex to enter San Pablo Dam Rd, from D'Avila Way, This traffic is estimated to be approximately 350 vehicle trips per day or 35 trips during the A.M. and P.M. peak hours. Due to the existing sight restriction at the intersection of San Pablo Dam Rd, and D'Avila Way, and the increased traffic volume and higher speed traffic on San Pablo Dam Rd. , it is my recommendation that the existing one-way traffic pattern on D'Avila Way be retained and that the request to install a barricade on this street to close it to through traffic be denied. If the private diagonal parking on the northeast corner of the intersection could be removed and sight distance thereby significantly improved, further consideration could be given to close D'Avila Way to through traffic.
