RECOMMENDED ACTION: Authorize the Executive Director to provide $7,500 in Housing Authority funds to the Pittsburg Police Department for continuation of the Special Drug Enforcement Program in the E1 Pueblo area for fiscal year 1985-86, as recommended by the Board of Commissioners. II. FINANCIAL IMPACT: Funding for the special drug enforcement program has been provided for in the 1985/86 Operating Budgets approved by the Board of Commissioners on February 5, 1985 and approved by the Department of Housing and Urban Development on April 4, 1985. III. REASONS FOR RECOMMENDATION/BACKGROUND: During the 1984-85 fiscal year, the Housing Authority provided the Pittsburg Police Department with $7,500 to implement a special drug enforcement program in the El Pueblo community. On July 30, 1985 the Housing Authority received a report from the Pittsburg Police Department On the results of the special drug enforcement program. A copy of that report is attached for your review. As the attached report indicates, the selective enforcement program resulted in 60 unlawful narcotics purchases. A total of 25 arrest warrants were issued for indi- viduals who were conducting or participating in unlawful narcotics activity. Most of the drug purchases were video-taped, and this was helpful to achieve a current con- viction rate of 100%. In his letter of July 25, 1985, (copy attached) Police Chief Len Castiglione requests funding assistance from the Housing Authority for the 1985-86 fiscal year to continue the selective enforcement narcotics buy program in the E1 Pueblo area. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not provide $7,500 for the continuation of the Special Drug Enforcement program by the Pittsburg Police Department, many of the gains made in the E1 Pueblo area will be lost and drug- related activities will escalate.
