FINANCIAL IMPACT• No financial impact is associated with the recommended delegation of authority. REASONS FOR RECOMMENDATION: The proposed delegation of authority may result in the following: A. The acceleration of action for purchase of minor fixed assets. B. The simplification of and reduction in the volume of paperwork required to process these purchase requests. C. The reduction of the number of required items on the Board agenda. BACKGROUND: Existing law and Board policy prescribe procedures for the adoption of the County budget, and authorize the Board to designate a County official to approve transfers and revisions within an item of appropriation. However, the issue has recently been raised of delegating the authority to review and approve additions not exceeding $2 ,500 per purchase to budgeted fixed assets to the County Administrator. In many instances, there is a need to get approval for small purchases on fairly short notice which does not allow time to place an item on the Board agenda. An example might be an electronic typewriter for a new secretary. In other cases, the small item may be essential, but acquisition is delayed because of the lengthy procedure for approval. These purchase requests will continue to be done as they are now until January 1, 1986, when AB 810 becomes effective. In accordance with the provisions of this Bill, at least monthly, the County Administrator. shall report to the Board any purchases made pursuant to this action. The County Auditor-Controller concurs with this delegation of authority. CONSEQUENCES OF NEGATIVE ACTION: If the delegation of authority to the County Administrator to review and approve additions not exceeding $2, 500 per purchase to budgeted fixed assets is not approved, it may result in the delay of processing purchase requests and a large •number of unnecessary items on the Board agenda. 0 41 1 PURCHASES OF NON-BUDGETED FIXED ASSNS APPRV ADDITIONS i 2.
