RATION Find that an emergency exists and authorize the Public Works Department to proceed in the most expeditious manner, pursuant to Section 20134 of the Public Contract Code, to replace the heating system at 1700 Oak Park Boulevard, Pleasant Hill, and declare that the project, as an emergency, is not subject to the provisions of the California Environmental Quality Act. II. FINANCIAL, IMPACT A. The County rents the premises at 1700 Oak Park Boulevard to various tenants, including the County's Cooperative Extension Program, the Superintendent of Schools, and La Cheim School. B. A separate fund has been established to manage the facilities. Expenses during the 1984-85 fiscal year were approximately $85,000; revenue was $124,750, giving an operating surplus of $35,750. C. The total project cost is estimated to be approximately $100,000 to $130,000. This cost can be partly offset by $30,000 from the 1984-85 operating surplus. Remaining funds can be transferred from other capital projects. Also, rents can be raised to help offset the project cost. III. BALID A. The rooms at 1700 Oak Park Boulevard are heated with hot water, circulating through pipes embedded in the concrete floor slab. The heating system, however, is defective. Maintenance personnel have discovered the embedded pipes leak and components in the boilers are inoperable., Maintenance personnel have reported the boilers are unsafe and consultants have verified the reports. B. After a study of alternatives, it has been determined that the most economical, cost effective solution is to abandon the existing system and replace it with a new system comprising gas furnaces for each room. C. Since the boilers cannot be operated safely; since the mean daily temperature drops below acceptable comfort levels in October; and since the heating system cannot be replaced until December using the normal procedures prescribed in the Public Contract code, it is necessary to use the emergency procedures to permit continued conduct of County operations or services and to avoid danger to life or property. CONSEUMMM CF NEGATM ACTION If this action is not approved, the County must displace the occupants and use the facility only for storage or other uses requiring no heat. As a consequence, it is estimated that the increase in rent cost for alternative space for Cooperative Extension and La Cheim would amount to an additional $325,000 over the next five years, and the County, the Superintendent of Schools, and various community groups would lose the use of the relatively low cost facility.
