BACKGROUND: On April 16 , 1985 , the Board of Supervisors referred to the Advisory Committee on the Employment and Economic Status of Women a bi-partisan package of legislation on "women, work and family" . This legislation includes 25 bills dealing with various elements of family life, such as child care, health, crimes against women and children, job training, employment, family law, women and money, and family housing. On August 21 , 1985 , the Advisory Committee on the Employment and Economic Status of Women replied to the Board referral recommending support for the entire package of legislation. Several of the bills have already failed passage, or have been held in committee without recommendation. We do not recommend that the Board take a position on these bills since no further action will be taken on the bills this session. Several other bills the Board is already on record in support of . A summary of each bill, its current status and a recommended position for each is attached. AB 1177 (Hayden) Specifies that the construction of certain child development centers may be funded under the Community College Construction Act of 1980. Status: Passed both houses. Pending on Assembly floor for concurrence in Senate amendments. Position: Adopt position in support of AB 1177 . SB 303 (Roberti ) Appropriates funds for an extended day care program through the schools . Status : Passed the Senate. Pending hearing in the Assembly Human Services Committee. Position: Adopt position in support of SB 303 . Scheduled to be heard in the Assembly Ways and Means Committee on August 29 . Position: Adopt a position in support of SB 1029 . AB 1250 (McAlister) Provides continuation of health care insurance for widows , widowers, divorced spouses and dependents for one year at the individual' s expense. Status : Passed the Assembly. Scheduled for hearing in Senate Appropriations Committee on August 30. Position: Adopt a position in support of AB 1250 . AB 2144 (Bates ) Appropriates $l million and directs the State Department of Health Services to implement a program of nutritional food supplements for women, infants, and children determined to be at risk nutritionally. Status- Passed the Assembly. Pending hearing in Senate Appropriations Committee. Position: Adopt a position in support of AB 2144. Summary Page 3 SB 130 (Watson) Authorizes the State Department of Health Services to establish a Family Planning Advisory Board to make recommendations regarding the delivery of family planning services. Status: Passed the Senate. In third reading file on the Assembly floor. Position: Adopt a position in support of SB 130 . SB 173 (Mello) Appropriates $500 , 000 and establishes a demonstration project for the provision of respite care for eligible frail elderly and functionally impaired individuals and those who care for them. Status : Passed the Senate. Scheduled to be heard in the Assembly Ways and Means Committee on August 29 . Position: Adopt a position in support of SB 173 . AB 225 (La Follette) Establishes a comprehensive statewide domestic violence program and requires the Office of Criminal Justice Planning to allocate funds to local domestic violence centers. Status: Passed both houses. Pending on Senate floor for concurrence in Assembly amendments. Position- Adopt a position in support of AB 225 . Micro ihned with board ordkx Summary Page 4 AB 606 (Davis ) Enacts the Missing Children Act of 1985. Requires information regarding missing children to be posted in schools and State buildings. Creates a quarterly missing children bulletin to distribute to law enforcement agencies, establishes a toll-free hot line for information on missing children and takes related actions. Status • Passed the Assembly. Pending hearing in the Senate Appropriations Committee. Position: Adopt a position in support of AB 606 . SB 135 (Presley) Establishes a family violence prevention program in the Office of Criminal Justice Planning and expresses the intent of the Legislature that $200 ,000 appropriated to OCJP in the 1985 Budget Act be used for this purpose. Status: Bill has been signed into law ( Chapter 250 , Statutes of 1985) . Position: No need to adopt a position since bill has already become law. SB 1057 (Lockyer) Restricts questioning and introduction of evidence regarding a plaintiff ' s past sexual conduct in cases of sexual harassment, sexual assault, or sexual battery. Status : Passed the Senate. In third reading file on the Assembly floor. Position: Adopt a position in support of SB 1057 . Iv1i iofilmed wifli bocird order Summary Page 5 SB 1167 (Marks ) Appropriates $1, 150 , 000 to support the displaced homemaker emergency loan pilot project in Marin, San Francisco, and Alameda counties, and would make changes in the program, including extending the program until 1992 . Status: Passed the Senate. Scheduled to be heard in the Assembly Ways and Means Committee on August 29 . Position• Take no position on SB 1167 since it does not directly affect Contra Costa County. . SB 2 (Roberti) Establishes an advisory commission on Pay Equity for State employees. Status • Passed both houses . On Senate floor for concurrence in Assembly amendments . Position• Adopt a position in support of SB 2. SB 100 (Maddy) Revises the definition of unemployed parent with regard to federal and State-only AFDC eligibility to include current recipients of assistance who are working fewer hours per month than the number of hours established by community standards as full-time employment for that particular occupation. Status • Passed the Senate. Scheduled for hearing in the Assembly Ways and Means Committee on August 29 . Position• Take no position on SB 100 because of the uncertain fiscal impact on the County. Summary Page- 6 SB 231 (Lockyer) Provides that in a proceeding involving child or spousal support a tax return of one party may be examined by the other party and authorizes examination of a party by the other party as to the contents of the tax return. Status: Bill has been signed into law (Chapter 303 , Statutes of 1985 ) . Position: No need to adopt a position since bill has already become law. Take no position on the following bills which have either failed passage; been held in committee without recommendation; been placed on the inactive file; been referred for interim hearings, or on which hearings have been canceled and the bill has no chance of ,passage this session.
