HomeMy WebLinkAboutMINUTES - 08061985 - T.4 .7, z7` THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 6 , 1985 , by the following vote: AYES: Supervisors Powers, Schroder , McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Area of Benefit , West Pittsburg area This being the time for hearing on the proposed formation of the West Pittsburg Area of Benefit for Bridge and/or Major Thoroughfare and J. Michael Walford , Public Works Director , reviewed the proposal and the Development Program Report for Area of Benefit pre- pared for the West Pittsburg road improvements . Andrew Surges , representing Pacific Gas and Electric Company, 910 Main Street , Martinez , CA 94553, appeared and requested that the matter be continued . Helen McIntosh of the West Pittsburg Traffic Advisory Committee introduced Midge Stover , Secretary of said Committee, who presented the Committee' s recommendations generally favoring the fees set forth in the Development Program Report , and further recom- mending that 20 percent of the residential fee be collected at the time of filing of the final map and the balance at the time of securing the building permit . Alfred Affinito , Jr . , representing Alfred Affinito , assured the Board that he wanted to be included , but that he, and other builders , would like to have input into developing the fee structure and the proposed improvements , and thereupon requested that the matter be continued . Dean LaField , representing the Northern California Building Industry Association, Eastern Division, 1280 Boulevard Way, #211 , Walnut Creek , CA 9 +595 , commented that it appeared to him that this proposal was moving too fast , that there had not been suf- ficient evaluation and study with respect to the amount and distri- bution of the costs and the effect the cost would have on the development of the area, and urged the Board not to take action on the proposal today. Gerald Alves , P . 0. Box 950 , Pittsburg, CA representing Americas Corporation , inquired if the proposed fees would be imposed on existing development as well as new development . Board members discussed the matter in some detail . As recommended by Supervisor Torlakson, IT IS BY THE BOARD ORDERED that the hearing is continued to August 27, 1985 at 10: 30 a .m. , and the staff of the Public Works and Community Development Departments is requested to address the issues raised by the speakers and Board members , and to contact the respective cities with respect to this matter . 1 hereby aertitY that this It a true and corro ct(:*%w of an action taken and entered on the minutes of we �— Board of Supervisors on the date shown.
