SUBJECT: ..Hearing on recommendation of the County Planning Commission
with respect to rezoning application 2601-RZ, Development
Plan 3027-84 and Subdivision 6475 filed by Isakson &
Associates (applicant) and Oblate Fathers , Western Province,
(owner) , to rezone land in the Pleasant Hill/Lafayette area.
This being the time for hearing on the recommendation of
the County Planning Commission with respect to rezoning application
2601-RZ and Development Plan 3027-84 and Subdivision 6475 .filed .by
Isakson & Associates (applicant) and Oblate Fathers , Western Province,
In'c. (owner) , to rezone 18+ acres from Single Family Residential
District (R-20) to Planned Unit District (P-1) in the Pleasant Hill/
Lafayette area; and
Harvey Bragdon, Assistant Director of Planning, described
the property site and advised that a Negative Declaration of
Environmental Significance was filed for the proposal ; and
The Chairwoman opened the public hearing and, no one
appearing in opposition, the public hearing was closed; and
IT IS BY THE BOARD ORDERED that- the recommendation of
the County Planning Commission is APPROVED and that rezoning application
2601-RZ and Development Plan No. 3027-84 and Subdivision 64475 are
APPROVED subject to revised conditions (Exhibit A attached hereto and.
by reference made a part hereof) ,and the Board hereby adopts the
Planning Commission' s reasons as set forth in its Resolution No. 35-1985
as its determinations for this decision.
IT IS FURTHER ORDERED that Ordinance No . 85-45 giving
effect to the aforesaid rezoning is INTRODUCTED, reading waived and
August 20, 1985, is set for adoption of same.

CONDITIONS OF APPROVAL FOR REZONING 2601-RZ DEVELOPMENT PLAN 3027-84 AND SUBDIVISION

1 . - Development shall be as shown on plans dated May 22, 1985, by the Community Develop-
ment Department fora maximum of 40 townhouse units.
2. Covenants, 'Conditions and Restrictions, Articles of Incorporation and By-Laws for
one or more mandatory homeowner association for each project phase shall be sub-
mitted prior to approval of each Final Subdivision Map. These documents shall
provide for, among other things, the ownership and maintenance of the common open
space, landscaping areas, swimming pool, private streets and other common facilities.
3. Eighty (80) covered and 16 uncovered parking spaces shall be provided.
4. Submit proposed street names to the Community Development Department, Graphics
Section, for review and approval a minimum of 30-days prior to filing a final
map.
5. All utilities shall be placed underground. The project shall be served by a
cable television underground system and no individual television antennae shall
be permitted.
6. If during the construction, grading or excavation, any items of potential historic
or scientific interest are discovered, the Community Development Department shall
be notified and the Director of Community Development shall have the authority to
stop work in the area of any find pending verification of the discovery and estab-
lishment of development methods for protection and treatment of areas of signifi-
cant interest.
DESL-GN REVIEW, LANDSCAPING AND LIGHTING
7. Final plans and details of clubhouses, pools and all other common facilities shall
be submitted for review and approval by the Zoning Administrator.
8. Detailed landscaping, irrigation and lighting plans for all designated common
areas shal be submitted for review by the- Zoning Administrator. Final plans
shall include full consideration of the following criteria:
A. Use of drought tolerant plants, native species or other plant material accept-
able to the Zoning Administrator shall be used in open space areas.
B. Efforts to further mitigate the off-site visual impacts of the structure to
be located within the Haslemere project.
9. Priorto issuance of a building permit, final building plans, elevations, building
materials,' colors and other pertinent features of all dwelling units as shown on
applicant',s site plan shall be submitted for approval to the Zoning Administator
with attention to visual impacts and compatibility with the neighborhood.
10. If recreational vehicles are allowed by Covenants, Conditions and Restrictions,
that reasonable provision is made for off-street parking.
11 . Comply with energy conservation requirements as required by the UBC and Title 24
of the California Administrative Code.
12. Prepare a signate program showing the type, location and architecutral detail of
all proposed signs for this project. This sign program is subject to review and
approval by the Zoning Administrator. House numerals will be provided for each
unit and will be clearly visible from the street both day and night.

13. A unified lighting plan shall be prepared showing the type, location and inten-
sity of lighting fixtures, emphasizing the use of low intensity illumination
where appropriate within the residential development.
NOISE:
14. All construction and transport equipment shall be muffled in accordance with
State and Federal requirements.
15. The applicant shall comply with the noise insulationstandards of Title 25 of
the California Administrative Code.
WATER:
16. The applicant shall comply with all EBMUD requirements, including those for
water conservation as those rquirements are uniformly enforced in all develop-
ment projects in the district.
SEWAGE/WASTE WATER:
17. The applicant shall comply with all uniformly applied requirements of the
Contra Costa Sanitary District for provision of sewage from the site.
GRADING/SOILS:
18. Grading operation should occur during dry periods to the extent feasible,
consistent with the County Grading Ordinance.
19. All grading on the project will be accomplished in accordancw with Contra
Costa County Grading Ordinance #716 except that slopes of 3: 1 or flatter will
not require drainage benches.
20. All grading, soils work and foundation design shall be performed in accordance
with County Codes and under the supervision of the applicant' s Geotechnical
Consultants. Mitigation of site specific soils conditions shall comply with
the recommendations of the Geotechnical Consultant and where appropriate, may
include measures such as the following:
A. Special treatment for roadways or slabs-on-grade with overly expansive
soils.
B. Facilities for collection and discharge of unacceptable levels of r6n-
off from building pads and roofs.
C. Mapping of subsurface drainage facilities.
D. Provision of easements for and access to storm drainage facilities.
21 . The applicant shall develop, in conjunction with the County Building Inspection
Department, a program to minimize erosion and the generation of dust resulting
from grading operations. Special attention shall be given to minimize dust
during construction.

22. Install a STOP sign to control northbound drivers where the access road inter-
sects the ,crescent street at the top of the hill.. The textured pavement at
this intersection should help to define the intersection.
23. Stripe a centerline on the access road from 100-ft. , south of the Mt. Mary
Immaculate Road up the hill to the STOP sign recommended in Condition #22.
24. Install STOP sign, limit line and STOP message to control the project/Mt.Mary
Immaculate access road at its intersection with Gloria Terrace.
25. Construct the following road improvements:
A. Realign Gloria Terrace from the project entrance westerly to that portion
of the road which has curb and gutter on the northerly side of the road in
order to improve the horizontal alignment and eliminate sight restrictions.
The work includes obtaining necessary right-of-way and slope easement,
grading, pavement widening, necessary logitudinal drainage and paving to
conform to the easterly side of the access road.
26. Remove the brush encroaching upon the sidewalk along the south side of Gloria
Terrace between Brookwood and E1 Cajon. Continue brush removal some 100-ft.,
to the west of El Cajon, thereby making it possible for pedestrians to walk
off-street through this area.
27. Repaint the centerline along Gloria Terrace between Brookwood and some 250-ft. ,
west of the project access road. Add Type D raised reflective pavement markers
to supplement this centerline to enhance night time visibility around this curve
area.
28. . Install raised pavement markers along the centerline of Gloria Terrace to better
delineate the reverse curves east of Surmont Drive.
29. Add additional centerline striping along Gloria Terrace beginning some 150-ft.,
west of Taylor Boulevard to create a median zone to provide more clearance be-
tween vehicles entering and exiting Taylor Boulevard. Currently, some drivers
entering Gloria Terrace swing slightly over the existing centerline while neg-
otiating their right-turn from Taylor Boulevard. Also, restripe STOP message
and limit line facing drivers about to enter Taylor Boulevard.
30. Remove the brush from the rock slope along the west side of Taylor Boulevard
to a height of six feet above the pavement for a distance of about 300-ft. ,
north of Gloria Terrace so it does not interfer with sight distance for exiting
drivers.
31 . Relocate the cross road advance warning sign facing southbound drivers on Tay-
lor Boulevard some 250-300-ft., further to the north to provide better visibility
around the curve.
32. Restripe the centerline along Reliez Valley Road between Gloria Terrace and
Withers Lane as a double yellow centerline to better define the curve area to
be compatible with the centerline treatments to the north and south. Supple-
ment-the centerline striping with raised reflective pavement markers.
33. Formalize the turning radius on the southeast corner for the Reliez Valley Road/
Gloria Terrace intersection to facilitate right turns onto Gloria Terrace.

35.. Comply with the raod and drainage requirements as follows:
A. In accordance with Section 92-2.006 of the County Ordinance Code, this
subdivision shall conform to the provisions of the County Subdivision
Ordinance (Title 9) . Any exceptions therefrom must be specifically
listed in this conditional approval statement.
B. The following exceptions to Title 9 are permitted for this subdivision:
1 . Chapter 96-10, "Underground Utilities", for the existing structures
on Lot 2.
C. Construct a 20-ft. , paved private road per County standards to serve all
of the parcels in this proposed subdivision.
D. Prevent storm water drainage, originating on the property and conveyed in
a concentrated manner, from draining across driveways.
E. Furnish proof to Public Works Dept. , Land Development Division, of the
acquisition of all necessary rights of entry, permits and/or easements
for the construction of off-site, temporary or permanent road and drain-
age improvements.
F. Contribute a drainage fee ($4,000/acre) as outlined in the proposed Drain-
age Area 46 Drainage Fee Ordinance to the County Drainage Deficiency Fee
Trust (Fund No.812100-0800) . Upon adoption of the drainage fee ordinance
in th'lis area, these contributions will be transferred to the appropriate
account and credited toward the subject property.
