HomeMy WebLinkAboutMINUTES - 08061985 - 2.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 6, 1985- : ,- -by- the following vote: - AYES: Supervisors Powers , Schroder , McPeak,, To,rlaks,on, - Fanden NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- SUBJECT: Programs and Issues Under Consideration by the County Supervisors Association of California In response to the request of the County' s Budget Committee , Larry Naake , Executive Director , County Supervisors Association : of California (CSAC) , appeared before the Board and commented on the activities and programs his organization is currently engaged in. Mr . Naake advised that in the next few months CSAC will be looking at long range solutions for stable funding sources for mandated programs and stressed the need for counties to work together to achieve this goal . He also referred to the need for reform in the funding formula for mental health programs . Mr . Naake referred to six key legislative measures supported by CSAC which, if passed , would alleviate the budget crises in many coun- ties . He also commented on the need for another $150 million for jail construction . In response to the Board' s question regarding cost saving measures within the CSAC organizational structure , Mr . Naake advised of reductions in operations and staff that have occurred in the last three years . Henry L . Clarke , General Manager , Contra Costa County Employees Association, Local 1 , questioned the $62,500 the County is assessed for membership in CSAC and expressed his belief that possibly the County's interests might be better served with its own legislative lobbyist in Sacramento as opposed to continuing its membership in CSAC . Board members considered the comments presented and expressed an interest in continuing the County' s membership in CSAC for another year . There was agreement that consideration should be given to advantages the County might receive by hiring its own lobbyist . There was consensus that staff should be assigned to eva- luate the level of services provided to the County through its mem- bership in CSAC and the possibility of a limited membership (as opposed to full membership) with reduced dues . The Board commented on the services provided by CSAC particularly in the area of legislation. Mr . Naake advised that he would provide the Board with a written report on the goals and objectives of CSAC applicable to the County' s mental health programs and the need to develop stable funding sources for the County' s mandated programs , the issue of funds for jail construction, the applicability of CSAC' s position on global issues to Contra Costa County, and the possibility of reduced membership dues in CSAC that would be determined by the level of services desires . There being no further discussion, IT IS BY THE BOARD ORDERED that the County Administrator is REQUESTED to review and evaluate the level of services provided to Contra Costa County by CSAC . IT IS FURTHER ORDERED that the County Administrator is REQUESTED to review all costs and expenditures incurred with the employment of a county legislative lobbyist , including the cost of leasing office space from CSAC .
