Time Required Description of Work:
10% Overall supervision of the Public Health Division Smoking and Chronic
Disease Intervention Program, including preparing and recommending
policy changes to the Public Health Director, reviewing current policy
in these areas, and overseeing the implementation of health service
mandates.
Establishes program priorities and oversees any programs developed
according to these priorities. Represents the Public Health Division
at meetings with other agencies on prevention of chronic disease and
smoking-related issues.
15% Plans, coordinates and chairs the Smoking Education Coalition
meetings, focusing on program development and coordination of all
smoking-related activities in the County. Provides leadership in
setting goals and objectives for the Smoking Education Coalition and
follow-up for implementation and evaluation.
Designs and directs the joint programs of the Smoking Education
Coalition and oversees the implementation by the Coalition members.
Reviews program components to assure the quality, and makes modifica-
tions when necessary. Designs and supervises the evaluation of the
programs.
15% Supervises the Health Educator and Master Students in the development
and distribution of educational materials; literature and programs on
the presentation of smoking and chronic diseases in schools and
industry. Provides direction to community agencies on smoking educa-
tion programs through ongoing consultation with the agencies.
Provides technical assistance to industry in the development, imple-
mentation, and evaluation of smoke-free workplaces.
10% Researches and develops a service delivery model for health pro-
fessionals aimed at reducing the rate of smoking and the prevention of
chronic disease. Works with medical staff on implementation of this
model , and revises protocols on these health issues. Reviews and eva-
luates the impact of this model on reduction of chronic disease and
modifies as needed. Recruits physicians to train other health
prof ssionals.
20% Recruits, orients, supervises, and evaluates Master's interns in the
Prevention Program. Supervises Health Educator, Jim Henderson, in his
health education program with the community and County employees.
20% Develops, implements, directs, and evaluates the program for the pre-
vention of smoking and chronic disease as a component of the new
County-wide employee health program.
10% Reviews all RFPs appropriate for the Division of Public Health for
smoking and prevention of chronic disease, and evaluates the feasibi-
lity of applying for specific grants. Supervises (Health Educator and
Interns) and participates in the writing of grants.

The extent of smoking-related work we are doing is increasing. Eventually (when funding
permits), I would like to see TeenAge Program staff, or Health Educators, assigned to provide
direct Health Education Services in this program.
