DFADLi:;E FGR AG=IDA ITEMS: THURSDAY, 5:00 P.M. 00010 i r C'k ,i CONTRA COSTA COUNTY PUBLIC WORKS DEPARTMENT MARTINEZ, CALIFORNIA October 15, 1974 EXTRA BUSINESS SUPERVISORIAL DISTRICT II Item 1. CARQUINEZ BRIDGE - CLOSURE OF WEST (SOUTHBOUND) SPAN The State Department of Transportation has advised that it will be necessary to close the west (southbound) span of Carquinez Bridge for at least six months for structural repairs. Closure will start about November 1, 1974, as soon as the four-lane northbound bridge is converted to two-way traffic. This closure will require rerouting of traffic now using the interchange southbound off-ramp at Crockett. It appears that the best solution is to reroute all southbound • traffic desiring to exit at :rockett to the Cummings Skyway Interchange. From here Crockett-bound traffic can cross over the freeway, re-enter ca the northbound ramp to the Crockett off-ramp. This will result in a detour of approximately 1-3/4 miles. Representatives of the State Department of Transportation are present for additional information and discussion if the Board has questions. (VLC) SUPERVISORIAL DISTRICT V Item 2. COUNTY SERVICE AREA RD-4 - IIJTCH SLOUGH ROAD - Proiect No. 8783-5223-75 - Bethel Island Area It is recommended that the Board of Supervisors approve Addendum No. 1 to the Dutch Slough Road Overlay Project "Notice to Contractors" and "Bid Proposal" which changes the date which bids are due from 11:00 a.m. October 22, 1974 to 7:00 p.m. October 28, 1974. SEVEN HILLS RA14CH ROAD - Road No. 4054D - Walnut Creek Area At the request of local citizens and after an engineering study, it is recommended that Traffic Resolution No. 2012 be approved as follows: Pursuant to section 21356 and 21803 of the California Vehicle Code, all vehicles traveling west on SEVEN HILLS RANCH ROAD (Rd. 42:4054D) , Ualnut Creek are hereby required to yield the right of way to traffic on Cherry Lane. I~mOR.AGA WAY - Project No. 0961-4155-74 -- Orinda - Moraga Area The contract for the improvement of the left turn lane on Moraga Way at Glorietta Boulevard, and the construction of left turn lanes on Moraga Way at Valley View Drive in the Orind.a - Moraga Area was completed by the Contractor, Gallagher and Burk, Inc. , of Oakland, on September 25, 1974, in conformance with the approved Plans, Special Provisions, and Standard Specifications, at a contract cost of approximately $33,000. it is recommended that the Board of Supervisors accept the contract as complete as of September 25, 1974. Two problems exist in the current location as the result of moving staff from 1152 Green Street_ In the new office, the open work area creates problems where it is not possible to sufficiently divide the work area from the area where vocal and unruly clients must be dealt with and interviewed. Due to the nature and severity of the clients` disability, the improvement of privacy both for the handling of clients and for the separation of the work area is highly important. The second problem of storage results from an inadequate anticipation of the necessary storage facilities to house the personal effects of conservatees. Where the Conservatorship Units were housed at 1152 Green Street, storage facilities were built-in. This is not the case at 730 Las Juntas. These storage units are approximately 20 cu. ft.; an excess of 55 cu. ft. of personal effects are now in need of storage. By the nature of the type of items to be stored, it must be locking storage that is provided. The estimated caseload increase over the next ten months, based on an average projection of a cabinet for every 36 estate cases, will require two more locking storage units. This estimate takes into account estate cases which are terminated as well as those which are added. SUBJECT: Salary of Social Service Legal Advisor On July 16, 1974 the Board ordered that the County Administrator and the Acting Director of Personnel recoinmend action on Mr. Fishman's letter of July 9, 1974. As the Board is aware, salaries for management employees have been set by the Board of Supervisors after review and recommendation by a coiriiaittee of depart- meat heads who met with each department head and obtained his recommendations for needed management adjustments. Mr. Fishman's position in the class of Social Service Legal Advisor is a management position. As such, 'Mr. Fishman received the base adjustment of 7.9% granted to all County management employees plus a $15,000 term life insurance policy to be effective September 1 and payment of one professional fee to be effective January 1, 1975. His position was not among the classifications recommended for additional adjustment by the Manage- ment Salary Committee. The Board reviewed the matter of Mr. Fishman's salary in early 1973. Subse- quenUy, the County attorneys in:he various classifications organized into - bargaining units and their wages and benefits are now set as a result of the meet and confer process.*- Mr. Fishmaa's classification is not in any of the bargaining units since it is considered to be a management position. In view of the fact that certain types of benefits are being made available to management employees and since there is always the possibility of benefits other than compensation being negotiated in the units, it is not practical to attempt to make a direct tie between a management class and a class represented in a unit. The record reveals that Mr. Fishman received a 5°/o increase on July 1, 1973, and the other attorneys did not have their salaries adjusted until February 1, 1974, (9%). Mr. Fishman received a 7. 9% increase effective July 1, 1974, plus the additional benefits cited above and the attorneys received a 696, increase.
