Specific Requests or Recommendations & Background & Justification
RECOMMENDATION .
I .. Request our l'egislati`ve Dela'gation to testify on behalf of Contra Costa County at the
August 22, 1925 California Transportation Commission meeting, regarding the 1.985 STIP
'Project Deferrals.
2:" Request the. Contra Costa Transportation Advisory Committee to monitor and coordinate
the review and appeal process .
3.. . Authorize..staff.to .utilize the. appeal ,process if deemed appropriate.
REASONS FOR RECOMMENDATIONBACKGROUND
On,=June 27, 1985 , the California 'Transportation Commission , (CTC) adopted the 1985 State
Transportation Improvement Program (STIP) . At the same ,. time, the CTC acknowledged the ..
program faced a .serious. shortfal1 of federal funds which finances over 90% of the capital
improvements on the ,State Highway System . In addition, Caltrans recognizes the 1985 STIP is
overprogrammed in relationship to State revenues and their ability to deliver projects as
they originally anticipated. ._ _
For these reasons, Cal.trans" has* prepared a proposed 1985 "Delivery STIP which. reflects the
above constraints. The following are projects in Contra Costa County, which would be
affected.,;
Hwy. 4 i Proposed Change
Upgrade drainage at 0/4 mi .' west of defer construction by. l`year -to '86-87.
Loveridge;.Road .
Realign existing highway from-Spruce defer by- J' year, to '26-87
Street, at, 2nd Street to Railroad Ave.
Hwy .24
I
HOV access to Caldecott Tunnel from defer by 2 y ars. to ' 17-88 .

Staff has reviewed ,the proposed changes. In light, of the present circumstances , the
. proposed deferrals reflect a refinement of a realistic construction schedule,and should not
cause undue concern provided that critical long lead time work such as EIR/s', preliminary
engineering and right-'of-way acquisition continues: Caltrans ha's assured us that project
development will no.t, be affected.
However, .one 'area. of concern is the designation of .portions of the I-80 HOV project. the
June 7, I',985 CTC staff recommendations with respect to the 19F5 STIP suggested a sequencing
of construction for the I-80 project. I•t also suggested that portions of the I-80 HOV
project be moved out of the STIP and identified "for construction in FY 90-91 or earlier as
interstate apportionments'.or Interstate Discretionary Funds permit" . The recommendations
of staff -were adopted by.-the Commission and the project was included in the 1985 STIP as
Potential' Discretionary Funded Projects 1990-9.1 : It was understood, however, from staff
reports , ;discussions with Caltrans District IV and CTC staff 'that the project would be
included sin the next year' s STIP for construction in FY 90-91 as had been indicated in the
CTC staff, report. A significant feature of the "1985 Delivery STIP" is the inclusion of a
"sixth year" (FY. 90-91l . The "sixth year" of the 1985 Delivery does not show those portions
of the I-80 HOV .project. Staff is. working with Caltrans and :CTC Staff on this issue.
'Lookinga't ther'situation on a - broader perspective,' there is aneed to address federal and
state funding , constraints lest Contra Costa * County. and the. region be faced with similar
-deferral s' in the years �to come.. .
