HomeMy WebLinkAboutMINUTES - 08201985 - 1.9 THE BOARD OF SUPERVISORS 'OF CONTRA COSTA COUNTY, 'CALIFORNIA Adopted this Order on August 20 , 1985 , by the following vote: AYES: Supervisors Powers , McPeak , Torlakson , Fanden NOES: None ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Proposed Clyde Park Tennis Court County Service Area M-16 On August 6 , 1985 , the Board continued to this day decision on the recommendation of the Public Works Director that would authorize him to take the necessary actions to begin construction of a tennis court in a park located at Norman Avenue and Trafalgar Place , Clyde area , which is located within County Service Area M-16. Supervisor McPeak advised the Board of meetings she has had with members of the community, county staff , and representatives of landowners of property adjacent to the tennis court site and a developer who has an application before the County Planning Commission for a General Plan Amendment that would enable him to develop property surrounding the site of the proposed tennis court . She commented on the status of the funds allocated for the project and inquired of the feasibility of requesting an extention from the State if the funds for the tennis court are not expended by June 30, 1986 . Don Freitas , former County Service Area Coordinator , advised that the Board could write to the State requesting an extension and stating the reasons for the request . He also advised that if the project is changed or modified from the original application, new plans would have to be submitted to the State for approval , which would take approximately three months . Once the bid is awarded , the project could be completed in approximately 60-90 days with weather conditions being favorable . Dee Kilroy, President , Citizens Advisory Committee for County Service Area M-16 , urged the Board to authorize construction of the tennis court in accordance with the original plans submitted . She advised that an alternate site has been proposed for the tennis court by Carlo Zocchi , a developer , but did not believe it to be suitable to accommodate the tennis court . Maurice Huguett , attorney for Bay Point Land Investment Company, advised that Carlo Zocchi has an option on the property adjacent to the site of the proposed tennis court for a subdivision and is proposing a modification to the alignment of the tennis court which he believes would be beneficial to his proposed development as well as the community . The tennis court would still be situated in the same quadrant as originally proposed . A schematic of the proposed modification is to be presented to the community . Supervisor McPeak expressed concern that the delay in construction of the tennis court could jeopardize the funding and inquired if the developer would post a security bond or enter into a contractual arrangement to assume responsibility of funding the tennis court project if the committed funds are withdrawn . Mr . Zocchi advised that he would work with County Counsel in this matter . -1- Supervisor McPeak recommended that the Board defer decision on the tennis court project to September 10, 1985 to allow for the development of a modified plan that would be acceptable to all par- ties , and that the Clerk list this matter for determination on the September 10 agenda.
