SUBJECT: Commemoration of the Surrender of Japan
Ending World War II
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize Mr. Robert Allen of Concord to represent the Board of
Supervisors at ceremonies aboard the U.S.S. Enterprise in San
Francisco Bay on Wednesday, August 14, 1985 commemorating the
surrender of Japan to the Allied Powers on August 14, 1945.
BACKGROUND:
On August 14, 1945, the Japanese Armed Forces laid down their
arms and 'surrendered to the Allied Forces, thus ending World War
II in the Pacific.
The Concord Chapter of the Veterans of Foreign Wars has asked Mr.
Robert Allen to represent them at ceremonies to commemorate this
event. Mr. Allen has indicated his willingness to also represent
the Board of Supervisors at these ceremonies if that is the
Board' s wish.
The Department of Defense is conducting a commemoration of the
40th Anniversary of the end of World War II on the U.S.S.
Enterprise in San Francisco Bay on Wednesday, August 14, 1985.
The commemoration is planned as a tribute to ail of the soldiers, ,
sailors, and airmen who fought in the Pacific. The Vice
President of the United States will head a delegation of
national, state, and local officials in so honoring our veterans.
Mr. Allen, who is the former Administrator of Mt. Diablo
Hospital, is a veteran of World War II , having served in the
Pacific. Mr. Allen was aboard the U.S.S. Lexington when it was
sunk in the Coral Sea on May 8, 1942 and later participated in
the invasion of the Philippines. Mr. Allen served in the U. S.
Navy from 1941-1947 . He later was graduated from San Jose State,
worked as a medical social worker at the Santa Clara Valley
Medical Center, received a Master' s Degree in Health Care
Administration from George Washington University, and served as a
hospital administrator in Kansas and in Paso Robles, California
before coming to Mt. Diablo Hospital as Assistant Administrator
in 1968. He was appointed Administrator in 1969 and served until
1975 when ill health forced him to curtail his activities.
