SUBJECT: Support for H.R. 3113 Concerning the Coordinated Operations Agreement and
Adoption of Policies on San Joaquin Valley Agricultural Drainage
Specific Request s , or Recortmendation s & Background & Justification
RECOMMENDED ACTION
1. Support H.R. 3113 "Providing for the Coordinated Operations of the Central Valley
Project and the State Water Project in California" , sponsored by Congressman George Miller
(July 30, 1985) .
2. Adopt the policies of the San Joaquin River and San Joaquin Valley Drainage Task Force
of the Committee for Water Policy Consensus.
FINANCIAL IMPACT - None.
REASONS FOR RECOMMENDATION/BACKGROUND
1. H.R. 3113 requires the Central Valley Project to meet current and future state water
quality standards for the Bay/Delta estuary (unless the Secretary of the Interior determines
that operations of the project would not be consistent with Congressional directives) . The
bill would also provide for additional assurances for water quality at the intake of the
Contra Costa Canal . The bill would specify that water released from federal reservoirs for
salinity control and water quality are non-reimbursable project cost and are the obligation
of the project to provide. The Secretary of the Interior would be required to perform a
cost allocation study of the Central Valley Project. The Secretary would also be authorized
to sign the May 20, 1985 Coordinated Operations Agreement. This bill was unanimously
passed by the House Interior Committee on July 31 , 1985 and is pending action by the full
House. This bill is of major importance for ensuring the water quality of the Bay/Delta
system and should be fully supported by the Board. If this bill passes, it is important
for the County to take an active role in future State Water Resources Control Board hearings
that will set the new water quality standards which the state and federal projects will be
required to meet,
2. The San Joaquin River and San Joaquin Valley Drainage Task Force of the Committee for
Water Policy Consensus was formed in March 1985 to develop positions on the San Joaquin
Valley drainage issues with particular interest on how the Valley agricultural drainage

attached . policies have been developed by the Task Force and subsequent'l�y approved by the
full Committee for Water Policy Consensus. It is appropriate for the Board of Supervisors
to also endorse these policies. The policies are consistent with past County positions on
the San Luis Drain and other San Joaquin Valley issues.
