Plans Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION 1. Direct that a General Plan. Amendment be commenced for adoption, as soon as practical , to identify on maps proposed reservoir sites and to -include descriptive information in the Community Facilities Element and other appropriate parts of the General Plan. 2. Declare the Board of Supervisors -support of the concept of public agencies , dependent on Delta water withdrawals, to pursue public acquisition of Los Vaqueros reservoir site. 3. Direct that the Community Development Department investigate and report to the Board of Supervisors on land use and zoning provisions that may be utilized or adopted that will tend to protect or minimize conflicting land use .with proposed reservoirs. FINANCIAL IMPACT - None. REASONS FOR RECOMMENDATION/BACKGROUND Originally, General Plans, Area Plans, supporting documents, etc. , were advisory in nature. As such, these plans could show and include information and proposals on a variety of projects, especially public projects, such as, reservoirs, freeways, parks, schools, etc. Planning legislation and court. decisions have elevated General Plans from a simple advisory document to where it is now necessary to limit the "proposal" type of information included in the Plan. The Water Committee is concerned that the long-term needs for water storage within the County not be overlooked or compromised in the General Plan review process now commencing. An inventory of storage proposals identified: Pinole Valley Reservoir (East Bay Municipal Utility District); Los Vaqueros Reservoir (Contra Costa Water District, Central Valley Project, State Water Project) ; and Kellogg Reservoir (Contra Costa Water District, Central Valley Project, State Water Project) . Further, the County has endorsed the concept of surplus .water storage south of the Delta and supports the Contra Costa Water District's search for an alternate intake location. These two proposals are involved in the Los Vaqueros/Kellogg project. CCWD is seeking support for other public water agencies that take water from the Delta, including Santa Clara Valley Water District and Alameda County water agencies'.. . ' East Bay. Regional Parks District has-indicated a strong interest in the recreational elements that would be afforded by the reservoir and the surrounding area. 1
