HomeMy WebLinkAboutMINUTES - 08131985 - T.7 T.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 13, 1985 , by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT : None ABSTAIN: None SUBJECT : Appeal of Foster & Kleiser Company from Denial of LUP 2081-84 This being the time for hearing on the appeal of Foster & Kleiser Company (applicant and appellant) from denial by the County Planning Commission of the request of Foster & Kleiser and Mr. and Mrs. Roy Coats & Sons (owners) for approval of a land use permit to establish an outdoor advertising structure along the east side of I-680 at 4080 Cabrillo Drive in the Vine Hill-Martinez area, Land Use Permit 2081-84. Harvey Bragdon, Assistant Director of Community Development, described the property site and advised that the Planning Commission had found that none of the seven findings prerequisite to project approval -could be made, and therefore the Commission had denied the application. The Chairwoman declared the hearing open and the following persons appeared: Bill G. Hooper, representing Foster & Kleiser, who urged approval commenting that the location is appropriate for a billboard because it is in an industrial area rather than a scenic area. R. V. Coats, 916 Calle Verde, Martinez, one of the owners of the property, spoke of his economic hardship in complying with the environmental impact requirements, and urged the Boardfs approval: Richard Loewke, representing the City of Martinez, com- mented on the environmental impact and the lack of -possible- mitiga- tion and the natural -characteristics of the site, being within 500 feet of residences, and urged the Board to deny the appeal and sustain the County Planning Commission' s action. Board members discussed with Mr. Loewke the position of the City of Martinez and also discussed the cost incurred by the applicant in meeting the EIR requirements for the project. Mr. Hooper appeared in rebuttal. No one else appeared to speak and the Chairwoman declared the hearing closed. As recommended by Supervisor Fanden, IT IS BY THE BOARD ORDERED that the appeal is DENIED and the decision of the Planning Commission is upheld.
