Use Permit 2081-84.
Harvey Bragdon, Assistant Director of Community
Development, described the property site and advised that the

Commission had denied the application.
The Chairwoman declared the hearing open and the following
persons appeared:
Bill G. Hooper, representing Foster & Kleiser, who urged
approval commenting that the location is appropriate for a billboard
because it is in an industrial area rather than a scenic area.

the environmental impact requirements, and urged the Boardfs
approval:
Richard Loewke, representing the City of Martinez, com-
mented on the environmental impact and the lack of -possible- mitiga-
tion and the natural -characteristics of the site, being within 500
feet of residences, and urged the Board to deny the appeal and
sustain the County Planning Commission' s action.
Board members discussed with Mr. Loewke the position of
the City of Martinez and also discussed the cost incurred by the
applicant in meeting the EIR requirements for the project.
Mr. Hooper appeared in rebuttal. No one else appeared to
speak and the Chairwoman declared the hearing closed.
