Direct the Health Services Director to make available to patients information on paratransit and fixed-route transit services which are available to transport patients between their homes and the county hospital and clinics. 2. Direct the Transportation Planning staff in the Community Development Department and the Health Services Director to study the cost and feasibility of a voucher program which will insure that patients in need of transportation, but unable to afford it, will not miss needed medical care solely because they are unable to afford the transportation cost, and report their findings and recommendations to the Board of Supervisors. 3 . Direct the Transportation Planning staff in the Community Development Department to contact the various paratransit operators and request that they consider adjustments in their routes and schedules in order to maximize the availability of their services to Health Services Department patients. 4 . Direct the Health Services Director to monitor the transportation problems of the Department' s patients and make appropriate recommendations to the Board as the need arises. 5. Remove this item as a referral to our Committee. BACKGROUND: On June 11, the Board approved recommendations from both our Committee and the Finance Committee regarding the transportation contract with UCSSO. In addition to the recommendations made by the Finance Committee, direct the staff of the Health Services Department and Community Development Department to explore the need for a contract with the United Council to transport patients from their home to the bus stop for those patients who otherwise would find it difficult, if not impossible, to make use of a fixed-route transit system. 2. Direct the Health Services Director, as a part' of the above recommendation, to analyze the kinds of patients presently being transported under the United Council contract to determine how many would be unable to get from their home to a bus stop. 3 . Direct the Community Development Director to request statements from the existing transit agencies regarding their ability to meet the needs of the elderly and disabled in relation to the patient' s ability to get from home to a bus stop, and return the report to our Committee prior to the expiration of the 60-day extension being recommended by the Finance Committee. In response to these referrals, the Transportation Planning staff from the Community Development Department, and staff from the Health Services Department presented reports to our Committee on August 12 . Copies of those reports are attached. While our Committee remains concerned about the level of transportation services which will be available to county hospital and clinic patients, it is also apparent that adequate paratransit services are available if they are adequately publicized. Based on our discussions with the Executive Director, UCSSO, and County staff, we have formulated the above recommendations. While we deeply regret the loss of this valuable transportation resource, we recognize the priorities for County funds. It is important, however, that the Health Services Director closely monitor any problems which may occur when the UCSSO services are terminated on August 15, and advise the Board of any unforeseen problems which arise. The contract will terminate August 31, 1985; however, services will be ter- minated August 16, as there are insufficient funds to maintain service beyond that date. A limited survey was conducted for one and a half weeks in June. The question- naire was distributed to UCSSO riders at the hospital. Eighty-six patients responded to the survey with the following results. 23 were over 65 years old 50 identified themselves as disabled 43 use the hospital or clinics more than 15 times per year 54 were from Richmond 68 could not arrange other transportation to the hospital; however, of those 12 could get to the County Connection bus stop Because of the limited distribution of the questionnaire and the fact that respondents are likely to be those most in need of the service, I believe the results of this survey should be used with,caution-. It is my understanding that the Community Development Department, Transportation Planning, has coordinated the phase out of this service with UCSSO. The UCSSO. contract which is now being phased out by August 31st, was intended> to provide transportation services for ambulatory County referred patients between their home and County Health Services clinics, hospitals, and other..county specified treatment facilities. A contract in this limited form would serve only those patients who do not qualify for paratransit .service. There are existing. tra.nsportation services available-., However, these existing public: transportation services will not provide the same level of convenience that 'UCSSO has. provided in the past.
