LONE TREE 1-:,Y - Project No. 6971-4498-71 - Brentwood Area It is recommended that the Board of Supervisors approve and authorize the publication of the "Public Notice of Design Approval By The California Department of Transportation For The Lore Tree Way Widening Project." The design for which approval. has been granted is identical to the original design for which a Notice or- Opportunity fOpportunity for Public Hearing was published on April 5 and April 12, 1974. The publication of this Notice is a requirement of the California Department of Transportation and the Federal Highway Administration for Federal Aid Secondary Projects. (RD) Item 5. COUNTY SERVICE AREA L-45 - Danville Area At the request of local citizens and in conformance with the policy on street lighting, Resolution No. 72/341, it is recommended that the Board of Supervisors authorize the Pacific Gas and Electric Company to energize twenty (20) 11,000 lumen, mercury vapor street lights in the Danville parking lot Assessment District No. 1973-4. The lights shall be energized in conformance with the drawing entitled "County Service Area L-45, Assessment District No. 1973-4," dated October 28, 1974, which is on file in the Traffic Engineering Division of the Public Works Department. There are many "natural"channels in the County which in applying the re- quirements of Section 914-2.014 would be considered inadequate. If the proposed amendment is adopted and strictly adhered to and is made applica- ble to other type developments in addition to subdivisions, there would probably be at least 3/4 of what might be considered developable area which could not be permitted to be developed prior to downstream channel improvements. ' if the county adopted the proposed amendment, the intended effect would not be fully realized unless the cities also adopted the same drainage requirement. There would be considerable expense involved for the engineering studies required to determine the adequacy of all of the natural channels in the county. An important method that can be used to avoid or minimize problems you describe is through the General Plan. A General Plan land use element should be established so that the facilities to service and implement it must be physically available and the financial means assured to provide such improvements. The General Plan for San Ramon Valley is currently under review. It is in- tended that criteria relating to drainage and other public facilities be recognized in conjunction with land development programming. This project funded under Title 3 monies of the Older Americans Act was originally scheduled to be a three year program. The availability of funds from Title 7 of the same Older Americans Act brought about the Nutrition Program for the Elderly and a termination a: the meals on Wheels Program earlier than the original three year grant period. A six-month extension period was awarded to ?some Health and Counseling Services to continue the program. The following discussion will dascribe how the objecti7es of this six-month extension •,vers met, the relationship between a Meals on Wheals Program and a Congregate :feat Program and recommendations concerning nutrition for the homebound elderly. A. '—valuation of Objectives of the Six-Month Extension (Refer to original grant promosal) Gbjective 1) To continue home-delivered meals to individual3 who cannot leave their homes to do shopping or who, because of physical reasons or mental at4:tudes are moble to cook for themselves. During this six-month period a total of 5410 meals were home- delivered: in East County 2064 meals; in ,Jest County 3366 -neala. (See stati3tical report.) It would be better at this time to refer to the persons from the Nerals on Al +meals Program that were able to attend the congregate dining sites. At the outset of the Nutrition Program for the Elderly, each weals on Wheels client was interviewed to see whether or not he or she was „M able to participate in the group feeding program. Prior to this last six-month grant extension, a few community groups came forward shoving interest in supporting a :teals on Wheels program with local funds. During this time t•10 of those groups were able to mace a commitment to operate a program. Antioch '.Teals on Wheels The Antioch N.eala on Wheels Program began home-delivered meals to clients in the Antioch community the dap after the Title III program stopped its service. There was no gap in meal deliveries. The Antioch Program has only started with four clients but can reach a capacity of twenty home-delivered meals per day. The ez=ort behind tia project comes fro the Church Women United Organisation. Since April, they have worked very closely with our East County staff in laying the groundwork for a project solely supported by volunteer time and cosaunity donations. Fl Cerrito Heals on Wheels The El Cerrito Committee on Aging became very concerned .rhea they realised that no nutrition progr3 :would be available in their community when the Title M program terminated. A ?lea for emergency funds front the city government was sade and S1,300.30 uas awarded to establish a local Meals on ::heels ?ragrsa. One of their difficulties has been finding a food provider located in or near El. Cerrito :Tilling to do a small number of Waals per day. They hope to keep their program at twelve to fifteen persons in the beginning. West Count? Volunteer Group The group of volunteers involved with Meals on Wheals in the past is anxious to serve the communities that E3 Cerrito will not be able to reach. These communities incl=de: Richmond, San Pablo, EI Sobrante and Pinole. This group of volunteers is small and the task of fund-raising appears to be almost an impossibility. However, since meal service stopped these volunteers are making every effort through mailings, press coverage and speaking engagements to raise funds to reopen the program in a fey months. They have the promise t of temporary office space in one of the local churches. H. R-alationship of Meals on :+heels Program and Congregate Heals Program Most of the discussion of the program objectives during the past six months centered around the relationship of the `seals on Wheels program and its services to the congregate meals program and its home--delivered meal allowance. Since the sponsoring agency, Home Health and Counseling, has been operating both programa for the past six months we feel that are have an insight into these two nutrition programs and the services they offer to the homebound individual. a w A summary of these two programs should highli3at some of the major differences: Cnn2regate Meals Proitram. 1) On-17 10'. of 235 meals per day c— be home-delivered. R� 2) Persons participating in the Title VII Program mast be od years 00040 -6- of age or older or the spouse of someone age 60 years or older. 3) One menu based on a regular diet is served with a choice of whole milk or low-fat milk as a beverage. 4) 'Home-delivered meals are usually sent out to one of the regular participants who is ill. 5) Rome-delivered meals are usually sent to persons who live near dining sites. a� :teals on Wheels ?rogram 2, 1) No limitation is made on the amber of meals to be home-delivered (usually sixty or more weals are sent out each day.) 2) So age limitation is made on who can be served. 3) Special diets requested by physicians can be sent to the home. 4) Volunteers deliver meals on a regular basis to individuals who cannot prepare meals for themselves or who cannot go shopping, or lame their homes. 5) Heals on Wheels program covers nearly the entire East and 'Nest County areas. The Program is not limited to certain geographic locations. (Parcel 265-070-003, Dos Osos Road, Orinda) Development of this site was apparently begun prior to the 1963 sewage ordinance amendments , and a complete septic tank system was installed. However, following installation of the septic tank system, no further construction was begun and to date the site is undeveloped except for a gravel roadway and the septic tank system. We have no record of this installation, however, the property owner's agent advised that a 750 gallon septic tank and 150' of leaching trench were installed. During our check of the site, access was available to the septic tank, which was found to conform to the County Ordinance Code. The leaching field was not open for inspection. Adequate space is available to enlarge this drainage system if needed. Pursuant to these findings we recommend that approval be granted for thb use of this septic tank system provided that additional leaching field be added to the existing system in the order of 150' of trench/bedroom. Approval of this site would not be inconsistent with the Board's policy inasmuch as similiar consideration was given to Mr. D. M. Muir .. Of Tresmeras Drive on 9/29/70 when the owner was permitted to construct a septic tank system approved prior to the effective date of the E1 Toyonal septic tank moratorium. The system was completed on 11/2/70, however no home construction has been begun to date and except for the septic tank system, the site is currently vacant. In summary, we feel the applicant's request is reasonable and approval be granted based on the condition stated previously.
