Establish the Exempt class of Marketing Director/Contra Costa Health Plan and allocate
it to salary level C5 2021 (3426-4165) and classify one exempt position and abandon
the class of Marketing Director/CCHP and cancel position #54-1373, Salary Level
C5 1861 (2920-3549).
Amend Resolution 71/17 establishing positions and resolutions allocating classes to the
Basic/Exempt Salary Schedule, as described above.

DESIRABLE QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an accredited college
or university with a major in Business Administration, Public Administration, Marketing
or a closely related field.
Experience: Three years of fulltime experience or its equivalent in
marketing work, preferably in a Health Maintenance Organization (HMO) , which included
directing advertising or public relations campaigns. One year of the required
experience must have been in a supervisory capacity.
Substitution: Either (1 ) possession of a Master's degree from an accredited
college or university with a major in one of the aforementioned .fields may be::I
substituted fro one year of the non-supervisory experience or (2) one additional
year of qualifying experience of the type noted above may be substituted for the
required academic major.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of laws and regulations governing prepaid health plans and health
maintenance organizations; knowledge of the accepted principles and techniques of
successfully marketing a prepaid health program; knowledge of the principles and
techniques of establishing and maintaining effective public relations; ability to
plan, organize and direct a marketing and public relations .program for a prepaid
health program; ability to supervise and direct the work of subordinate staff;
ability to speak effectively with individuals and groups of people; ability to
prepare statistical and narrative reports.

MARKETING DIRECTOR/CONTRA COSTA HEALTH PLAN - EXEMPT
DEFINITION:
Under direction, to plan, organize, direct and evaluate the Contra Costa
Health Plan's (CCHP) commercial and non-commercial marketing activities; to
plan, organize, direct and evaluate a public relations/advertising Program for
CCHP; to supervise subordinate staff engaged in marketing and public relations
work; and to do other related work as required.
DISTINGUISHING CHARACTERISTICS:
, The Marketing Director is a single position class within the County's
federally qualified Health Maintenance Organization, responsible for developing
a public relations and marketing program aimed at both commercial and non-
commercial clientele, oThe incumbent reports to and receives direction from the
Executive Director/Contra Costa Health Plan and is exempt from the Merit System.
MANAGEMENT RESPONSIBILITIES:
o Develops enrollment programs including public relations for the Plan, to
secure accounts with a favorable contract mix and utilization rate;
o Trains and directs the activities of the commercial account representatives;
o Informs staff of legislation affecting marketability of the Plan and develops
changes in marketing activities to respond to legislation changes;
o Assists the commercial account representatives with the more difficult
accounts through direct intervention;
o Monitors enrollment activities and enrollment reports and makes system
changes. to increase enrollments;
o Directs the supervision and ongoing training of Health Care Counsellors
assigned to Medi-Cal and Medicare enrollment;
o Directs market research, publication production, advertising and other market
support activities;
o Develops, monitors and controls the marketing budget;
o Participates in policy meetings with County, State and Federal
representatives;
o Plans, organizes, and directs the short and long term marketing Plan.
