to execute a two-year agreement with the Selection Consulting
Center of the State of California Personnel Board, effective
September 1, 1975, for conducting the National Police Selection

CONTRACT AND PAYMENT DIRECTIONS
The contract must be signed by a duly authorized individual
in your jurisdiction and returned to the Selection Consulting
Center by August 15, 1975, Fill in dollar amount on page 4
section IV of the contract by using the fee schedule below.

First Payment
The project will last two years and payment to the Selection
Consulting Center will be made six months in advance in four equal
payments. Therefore, payments are due on September 1 , 1975,
April 1, 1976, September 1, 1976 and April 1 , 1977 . Upon receipt
of your signed contract we will invoice your jurisdiction for the
September 1, 1975 payment . If you desire to be invoiced the full
first year payment please send us a letter with the contract indica-

/ AGREEMENT
THIS AGREEMENT, made and entered into this 1st day of
September , 1975, by and between the Contra Costa County
hereinafter called Jurisdiction and the SELECTION CONSULTING CENTER, here-
inafter called the Center;
WHEREAS, the Jurisdiction does not have the staff and capability to
provide the below described services,
WITNESSETH: that the parties for and in consideration of the
covenants, conditions, agreements, and stipulations hereinafter expressed;
hereby agree as follows:
I.
The Center agrees to conduct and the Jurisdiction agrees to parti-
cipate in the National Police Selection Standards Project, the purposes
of which are:
a. To conduct a series of Job Analysis Workshops and surveys to
acquire an understanding of the job duties, tasks, responsi-
bilities, knowledges, skills, abilities and other personal
characteristics required for successful performance as an
entry-level law enforcement officer.

b. To develop or select written tests that will be the subject
of validation research, for the selection of entry-level law
enforcement officers; aptitude, reading and writing tests as
well as other tests which are deemed important through the
job analysis will be examined.
c. To complete a report and make recommendations regarding the
utilization of commonly used minimum qualifications for entry-
level law enforcement officers.
d. To develop a physical performance test which will include
simulations of major physical tasks required of an entry-
level law enforcement officer.
e. To develop a patterned employment interview for entry-level
law enforcement officers which will assess certain defined
and measurable job-related factors.
f. To develop a background investigation procedure whose major
components are:
1. A job-related personal history statement which
can be completed by the candidate;
2. A comprehensive background investigator's manual;
and
3. A procedure for systematically entering background
information into the total selection process.

g. To provide a complete written report on each phase of the
project which will be given to each Jurisdiction at the
completion of the project. Appropriate manuals and guides
will be provided so that each Jurisdiction can determine how
the selection procedures are to be used.
h. To conduct a series of Selection Standards Workshops (minimum
of three) throughout the country for the purpose of accomplishing
the following objectives:
to provide a general overview of fair employment require-
ments;
to specify the legal and technical requirements for
demonstrating the job-relatedness of selection standards;
to explain the methodology of this project;
to report the results of this project;
to offer instruction and guidance in the utilization
of the selection instruments or standards which are
recommended as a result of this project.
II.
The Jurisdictions will provide a representative to serve as Project
Coordinator for the duration of the project who will act as liaison
between the Center and the Jurisdiction.
The Project Coordinator responsibilities will include such things as
scheduling job analysis interviews, distributing job analysis question-
naires, test administration; collecting criterion data; selecting a

validation sample, etc.
III.
The project which is the subject of this agreement will begin on September
1, 1975 and end on September 1, 1977.
IV.
In consideration of the performance of the services described in
paragraph I:
a. The Jurisdiction agrees to reimburse the Center in the
amount of $ 6, 000 for the two-year project.
b. The Center shall submit invoices six months in advance on
September 1, 1975, April 1, 1976,- 5eptember 1, 1976, and April 1,
1977 and the Jurisdiction agrees to pay such invoice thirty
(30) days following receipt thereof. This agreement may be
terminated by either party hereto upon (30) days written
notice.
The Jurisdiction agrees to hold harmless the Selection Consulting Center
from any damages or liability which may arise from the use by the
Jurisdiction of any examination or other selection procedure which is the
subject of this agreement.

On motion of Supervisor E. A. Linscheid, seconded by Supervisor
J. E. Moriarty, IT IS BY THE BOARD ORDERED that F. E. Emery, Director
of Personnel, is AUTHORIZED to execute an agreement between the
County of Contra Costa and the Selection Consulting Center of the
State of California Personnel Board for participation in a joint
police, fire and clerical evaluation study at a total cost of
$3,580, the Contra Costa County Fire Protection. District to pay
$890 of said cost .
The foregoing order was passed by the following vote:

E. A. Linscheid, A. M. Dias .
NOES : None.
ABSENT : Supervisor W. N. Boggess .

Please request the Board of Supervisors to authorize the Personnel Director
to sign a services agreement with the Selection Consulting Center of the
State of California Personnel Board to participate in police, fire and clerical
test validation studies.
The total cash cost of these services will be $3, 580. 00. The police study is
funded by the State Peace Officers Standards and Training Commission. The
fire study will cost $1, 780. 00 of which the County Fire Protection Districts
have agreed to pay one-half. The clerical study will cost $1, 800. 00. There-
fore, this department's cost for participating in Selection Consulting. Center's
major studies this fiscal year will be $2, 690. 00. $3, 000. 00 was allocated
in our budget for this purpose.
The Selection Consulting Center is established under the Intergovernmental
Personnel Act of 1970 for the purpose of assisting state and local jurisdictions
in establishing selection procedures that comply with state and national fair
employment laws and testing guidelines. A copy of a letter from the center
explaining the program further is attached.
A copy of the Application for Services agreement is attached. Only items
3, 4, and 5 apply to this County as we participated in items 1 and 2 last year.
