BACKGROUND On June 25 , 1985, the Board referred to our office and to the Assistant Registrar of Voters and County Counsel a proposed resolution requiring all county agencies and their respective employees, as part of their ongoing public activities, to offer non-partisan voter registration services to clients and the general public. This resolution has been reviewed, and the attached revised resolution is recommended for adoption if your Board wishes to proceed to implement this program. Approval will further encourage voter registration, but will have the corollary impact of diverting some effort of county employees from regularly assigned duties to voter registration activities. As such the proposal has implications for departmental workload and staffing. Currently county departments assist with voter registration by having available on a counter or in a lobby area a packet providing voter registration forms. This program was initiated about two years ago at the Board' s direction to facilitate registration of persons coming to, and doing business with, County offices. AND ENTERED ON THE MINUTES OF THE BOARD ABSENT: ABSTAIN: OF SUPERVISORS ON THE DATE SHOWN. ----- - jjo /9i8� _ CC: Clerk-Recorder ATTESTED Assistant Registrar PHIL BATCHELOR, CLERK OF THE BOARD OF County Administrator L SUPERVISORS AND COUNTY ADMINISTRATOR All County Departments BY .G. 464)0tO� ,DEPUTY M382/7-83 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA In the Matter of Assistance with ) Voter Registration ) RESOLUTION NO. 85/452 WHEREAS an individual ' s right to vote is a fundamental right which serves as a bulwark of our democracy; and WHEREAS some individuals do not exercise the right to vote because they are unaware of registration requirements, or do not have access to voter registration forms; and WHEREAS the number of Contra Costa County residents of voting age not registered to vote and not participating in the election process is of significance and concern; and WHEREAS Contra Costa County conducts a variety of programs where departmental staff have frequent contact with thousands of citizens who may not be eligible to vote because they are not registered; and WHEREAS California law mandates counties to design and implement outreach programs which identify and target eligible citizens who remain unregistered, and in so doing shall "provide for the solicitation of assistance from local offices of all levels of government and of private entities in providing the incidental use of their premises and/or personnel for the purpose of outreach. . . . " and shall "stress the solicitation of voter registrations by persons whose daily activities__place them in frequent contact with _potentia_ 1 registrants"__ (Elections Code Section 304 and California Administrative Code `i Title 2 Sections 20000, 20001, 20002) ; NOW, THEREFORE, BE IT RESOLVED by the Contra Costa County Board of Supervisors that county departments and their staff, as an aspect of their ongoing job activities, are hereby directed to offer non-partisan voter registration services to clients and the general public, according to the following procedures: PROCEDURES FOR VOTER REGISTRATION I . Administration The Board of Supervisors authorizes the County Administrator or his representative to work with the Registrar of Voters Office, Human Serve, department heads, employee organizations, and others to develop and implement a non-partisan voter registration program and monitoring system for county departments and their staff. . The Voter Registration Program shall include the following components: a. The identification of county departments and staff who have frequent contact with clients of county programs and members of the public; b. The designation of staff who shall be responsible for 1) providing registration cards to those individuals who have requested the card, 2) collecting and verifying the completed card, and 3 ) forwarding the card to the Registrar of Voters. RESOLUTION NO. 85/452 The monitoring system shall consist of a periodic review to be made by staff of the County Administrator, Registrar of Voters, and representative of designated department showing the number of registration cards received, issued, and returned by the various departments. II . Staff Training The Registrar of Voters staff shall provide training to designated county staff on the details of this program and how to register voters and answer questions. III . Staff Responsibilities and Duties Designated staff are responsible for the following duties for implementation of the Voter Registration Program. a. Monitoring adequate supplies of Voter Registration Cards at work site; b. Offering cards and assistance to clients and public; C. Returning completed cards promptly to Registrar of Voters; and d. Providing County Administrator ' s Office with monitoring statistics. IV. Publicity County departments shall cooperate in publicity campaigns urging voter registration at county facilities. The Registrar of Voters shall work with the interested non-partisan groups to inform employees, the news media and the public of this service.
