SUBJECT: Authorization for Environmental Federation of California to
Participate in the County' s 1985 Charity Campaign
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
a. Authorize Environmental Federation of California to
participate in the County' s 1985 Charity Campaign, the
organization having met requirements in accordance with
Board policy; and
b. Authorize the County Auditor-Controller to initiate
payroll deduction for contributions to the
Environmental Federation of California if 350 or more
full-time permanent employees authorize this deduction
by the conclusion of the 1985 County Charity Campaign.
II . FISCAL IMPACT
a. There will be little or no additional cost to the
County by the addition of the Federation to the annual
charity campaign. In prior campaigns, department
personnel distributed and collected contribution cards
for donations to the United Way and CHAD. No
additional staff time is expected to be required and
the Federation .will provide, at their cost, all
informational material and donation cards.
b. There will be additional minor costs to the County
Auditor-Controller Department if the Federation obtains
the required 350 donation authorizations during the
1985 campaign. These costs will include $200 for
programming changes and the necessary staff time to
prepare the monthly payment to the Federation of
collected donations.
III . REASONS FOR RECOMMENDATION
In accordance with Board policy (Resolution No. 72/857 as
amended in 1973 and 1980) bona fide nonprofit, California
charitable organizations, which submit a petition to the
Board signed by at least 350 full-time permanent employees
may request the Board of Supervisors to authorize payroll
deduction for contributions to that organization.

The Environmental Federation of California has submitted
necessary information indicating that the Federation meets
Board policy and has submitted a petition containing in
excess of the required 350 signatures of full-time permanent
county employees.
IV. BACKGROUND
Resolution No. 72/857 , as amended in 1973 and 1980,
establishes the guidelines for an organization to make
application for payroll deductions. The major points
include that the organization:
o Must be a bona fide, non-profit, California charitable
organization.
o Must submit a written petition or other document( s)
signed by at least 350 persons occupying full-time,
permanent positions in the County service, authorizing
payroll deductions for the purpose of contributing to
the organization.
o Names and addresses for all agencies which will receive
funds contributed to it through employee deductions or
otherwise a brief description of the services performed
by each such agency. .
Documentation of the above is to be submitted to the County
Administrator for review to determine if the application meets
the requirements of Resolution No. 72/857; thereafter, the County
Administrator is to report his findings to the Board.
Both United Way of the Bay Area and the Combined Health Agencies
Drive (CHAD) followed the above procedures and were approved by
the Board for payroll deductions.
The Environmental Federation of California is composed of 15
participating agencies (Sierra Club Foundation, Friends of the
River Foundation, People for Open Space, etc. ) and was organized
to raise funds through workplace solicitation and payroll
deductions programs. It has been approved for payroll deduction
in several other California counties.
Officers of the Federation met with our staff and submitted
required organizational information. Upon their request the
Board of Supervisors authorized the use of designated space in
County facilities during the period June 10 to July 12, 1985 , to
inform County employees of the goals and operation of the
Federation and to solicit signatures on a petition to the Board.
A petition containing 482 names was submitted to our office and
staff have determined that 402 are the names of permanent
full-time employees (Attachment A is a summary of the tally of
the names on the petition) .
Based upon our review of the background data and petition, it is
our finding that the Federation meets the criteria for
participation in the 1985 Charity Campaign.
V. CONSEQUENCES OF NEGATIVE ACTION
To withhold approval of the Federation' s request would be
against established Board policy.
