Jornl i n �t a oio Costa DATE: July 24, 1985 Caomy SUBJECT: FAMILY & CHILDREN'S TRUST (FACT) COMMITTEE REPORT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDATION It is recommended that the Board of Supervisors accept this report from the Family & Children's Trust Committee providing information on the allocation of AB 2994 (Birth Certificate Funds) and the Family & Children's Trust Fund voluntary property tax donations. II . BACKGROUND On April 16, T985, the Board of Supervisors established the Family & Children's Trust (FACT) Committee and directed the Social Service Department to provide staff support. The charge of this committee is to make recommendations to the Board of Supervisors on allocation of AB 1733 (Child Abuse Intervention and Prevention), AB 2994 (Birth Certificate Funds) and the Family & Children's Trust Fund voluntary property tax donations. The FACT Committee has met several times recently regarding, continuation of AB 2994 contracts and allocation of monies from the voluntary property tax donations. In respect to AB 2994 funding they have recommended continuation of two contract services as follows: Contractor Service Effective Dates Payment Limit Bay Area Respite Care 8/16/85 to 11/15/85 $ 12,500 Crisis Nursery (3 month extension) Contra Costa Parenting Training 5/15/85 to 5/15/86 29,865 Children's Council TOTAL: $ 42,365 In order to allocate funds from the voluntary tax donations, they have prioritized services which are unfunded and could be provided with limited grants of money and have used an application process for allocation of the $23,355 currently in the fund. Children' s Trust fund will be utilized to solicit additional funds through the property tax statements. In some of the above allocations the Family & Children's Trust allocation will supplement other funding. But without this additional funding,. the entire program might be jeopardi.zed. The FACT Committee has completed its Family & Children's Trust allocation process for this year and the Social Service Department Contracts Unit will now complete and administer standard county contracts for expenditure of this money. The purpose of this report is to apprise the Boardof the recent work accom- plished by .the FACT Committee which is to be commended for their support of the Social Service Department service needs and their commitment to Family & Children's Services.
