Spooner, Contracts Administrator County DATE, July 18, 1985 SUBJECT: Approval of amendment to contract with the Center for Human Development for the School-Community Primary Prevention Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Contract Amendment Agreement #24-301-6 with the Center for Human Development effective July 30, 1985 to amend Contract #24-301-5 (effective November 1, 1984 - October 31, 1985) for augmentation of the School-Community Primary Prevention Program - Youth Educators with a $9,886 increase in the contract payment limit. Il. FINANCIAL IMPACT: Approval of this amendment will result in increased State funding of $9,886, from $74,901 to a new total payment limit of $84,787. This program is 100% funded by State funds available through AB1409, Chapter 1285, Statutes of 1982 under the County's Contract #29-435-5 (as amended) with the State Department of Alcohol and Drug Programs. Ill. REASONS FOR RECOMMENDATIONS/BACKGROUND The County successfully competed for funds available for three-year grants under SB1409 School-Community Primary Prevention Program in 1983. The program has operated successfully in the County and is in the final year of funded operation. The program has been operated under a subcontract with the Center for Human Development (County Contract #24-301-5). On April 30, 1985, the Board approved State Contract #29-435-5 with the State Department of Alcohol and Drug Programs for the augmentation of the School-Community Primary Prevention Program - Youth Educators. The purpose of Contract Amendment Agreement #24-301-6 is to provide those augmentation funds to the subcontractor to develop a training partnership with school and community leaders who can facilitate the program after State funding ceases. This program is one of three SB1409 programs being videotaped by the State as examples of how to create successful prevention programs. This document has been approved by the Department's Contracts and Grant's Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department). IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this amendment would cause inability of the County to comply with the State contract as amended by the Board on April 30, 19 5,.
