HomeMy WebLinkAboutMINUTES - 07231985 - 1.47 TO: BOARD OF SUPERVISORS Contra FROM: BOARD OF SUPERVISORS' RECYCLING COMMITTEE Costa County DATE: JUNE 26, 1985 SUBJECT: Contract with the Contra Costa Community Recycling Center Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION Approve and authorize the M�-T---to=execu_ — n—be-hal f of the County, a contract with the Contra Costa Community Recycling Center for an amount not to exceed $25,000 for the period February 1, 1985 through June 30, 1989, and to provide certain premises for the Center's operations until June, 1989. FINANCIAL IMPACT This contract provides for $5,000 per year from Fiscal Year 1984/85 to Fiscal Year 1988/89 be given to the Recycling Center. This sum, in addition to monies provided by the Cities of Pleasant Hill , Concord, and Martinez, and in conjunction with the revenue from the sale of recycled materials, is used to pay for the Recycling Center operations, including publicity, equipment, salaries, etc. $5,000 has already been approved ,for 1984/85 and the next $5,000 is included in the proposed 1985/86 Solid Waste Program Budget. This money comes from the General Fund. REASONS FOR RECOMMENDATION/BACKGROUND On May 15, 1981, Contra Costa County received a five-year grant from the California Waste Management Board for the development of a Central County recycling center. The Contra Costa Community Recycling Center, Inc. has been operating this center since then,. under contract to the County. This arrangement has provided substantial savings to the County in that if the Center were to be staffed with County employees, it would cost significantly more to operate. On December 18, 1984, the Board of Supervisors approved the recommendation of the Recycling Committee that the County enter into an agreement with the Contra Costa Community Recycling Center pledging approximately half an acre to the Center, preferably at or near its present location, for at least five years-. This action by the Board enables the Center to be eligible to receive surplus recycling equipment from the State at reduced cost. The attached contract incorporates that pledge, as well as provides for $5,000 to be given to the Center each fiscal year, during the five-year period, unless modified by the Board. On June 25, 1985, the Board, in an action brought before it by Superv'sor Torlakson, stated its intention to approve this contract.
