RECOMMENDED ACTION Approve and authorize thehanpz of the<ftafd=t® execute on behalf of the County a contract with the firm of Engineering Science in the amount of $108,882, for the preparation of an Environmental Impact Report for the proposed Central Landfill project. II. FINANCIAL IMPACT The cost of the EIR consultant ($108,882) is borne by the project sponsor, Central Landfill, Inc. An additional County surcharge of 25% ($27,221 in this case) for processing the EIR and printing the EIR documents is also borne by the project sponsor. Execution of the consultant contract is contingent upon this money being deposited with the County. The adopted budget anticipates1EIR surcharge revenues. III. REASONS FOR RECOMMENDATION An Environmental Impact Report (EIR) for the proposed project is required by the terms of the California Environmental Quality Act. IV. BACKGROUND The California Environmental Quality Act requires the preparation of an EIR for a proposed project where the project is subject to a descretionary action by a unit of government and where there is reason to believe the the proposed project would result in one or more significant (i.e. adverse) environmental impacts. The project would require a General Plan amendment and other discretionary actions by the County. The Initial Study for the project identified several potential significant impacts, and others were identified by citizens and governmental agencies responding to the project's Notice of Preparation. The Board of Supervisors anticipated the need for EIR's for landfill applications in processing procedures adopted on July 10, 1984. V. CONSEQUENCES OF NEGATIVE ACTION Failure to execute this contract would delay the processing of the EIR and the project's entitlement applications, including those needed by the sponsor from governments other than the County. Ultimately, a delay could postpone the availability of a,,-mai jor component of information which the Board of Supervisors needs to decide(on new facilities for waste disposal in Contra Costa County.
