SUBJECT: Approval of Contract #29-259-14 with the State Department of Health Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize QTMffff0V9?ker, M.D., Health Officer, tome contract
#29-2 1-Health Services in the amount of $50,370 for
the- period July 1, 19&5-- Juneuu-, TWO Wkd_l .Wreventive Health Services
Program.
Ii. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $50,370 of State funding for
the Refugee Preventive Health Services Program.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
For over four years the County has participated in the Refugee Preventive Health
Services Program with the State Department of Health Services. On July 31, 1984 the
Board approved Contract 429-259-12 in the amount of $55,000 for Refugee Preventive
Health Services during FY 1984-85 operated by the Public Health Division of the
Health Services Department through a subcontract with the Refugee Health Project of
Catholic Charities, Diocese of Oakland who provided interpreter services. On
June 4, 1985 the Board approved Funding Application #29-259-13 to obtain State
funding to continue the program during FY 1985-86. Approval of Contract #29-259-14
will allow continuation of the program and assure compliance with Chapter 1, Section
17000-17003 of the Welfare and Institutions Code.
Program funds are used to provide interpreter services by trained bilingual health
aides to Contra Costa's extensive refugee population (Southeast Asian, Afghanistan,
Polish, Chinese, etc.) in order to overcome barriers to health care. There are
approximately 7,000 refugees currently living in Contra Costa County, with approxi-
mately 3,000 receiving public assistance. Public Health Nurses are currently
serving 5,200 refugees. The most serious health problem of refugees is tuber-
culosis. Approximately 35% of incoming refugees have positive TB test results, and
nine cases of active TB were identified during the past year.
Health education is a major component of the program. Public Health Nurses visit
refugee homes to educate the refugees regarding the health care system, as well as
understanding and caring for their own personal health needs and the importance of
compliance with medical prescriptions including those for tuberculosis control.
