SUBJECT: Approval of Revisions to Funding Proposal 4W Preventive Health Care for
the Aging
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE submission of revisions to Funding Proposal #29-315 for Preventive Health
Care for the Aging which was previously approved by the Board on February 26, 1985
and submitted to the State Department of Health Services for the period from
July 1, 1985 through June 30, 1986. The revised proposal decreases the amount of
State funding requested from $60,000 to $45,000.
II. FINANCIAL IMPACT.
The revised proposal requests $45,000 of State funding for FY 85-86 for Preventive
Health Care for the Aging. The revised proposal reduces the County's inkind share
from $62,730.44 to a new total of $47,163 for a new total program cost of $92,163.
III. REASONS FOR RECOMMENDATION/BACKGROUND.
On February 26, 1985 the Board approved submission of Funding Proposal #29-315 in
the amount of $60,000 to the State Department of Health Services for Preventive
Health Care for the Aging during FY 1985-86. The State has notified the Department
that our County will be awarded $45,000 for this program, subject to submission of
a revised budget and work plan. The State requested Board approval of the revisions
before the State contract will be prepared for submission to the County for review
and approval.
The budget revisions decrease the State share for the program to $45,000 and the
County inkind share to $47,163. Budget reductions require revisions in the Work
Plan which reduce the number of seniors to whom services will be provided under this
program.
As set forth in the Board Order approved on February 26, 1985, the purpose of the
program is to help senior citizens maintain or improve their health through health :.
problem identification, referral for problems found, health counseling, and educa-
tion. Based on 1980 census data, 13% of the population or 89,236 persons sixty
years of age or older reside in Contra Costa County. By the year 2000, seniors will
constitute nearly 20% of the County's total population. These changes can be
expected to have significant ramifications for the future provision of health and
human services to the elderly.

This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department).
In order to meet the State's deadline for submission, draft copies of the revised
funding proposal have already been forwarded to the State Department of Health
Services, but subject to Board approval. Four copies of the Board Order authoring
submission of the revised proposal to the a-efsill a returned to the Contracts
and Grants Unit for transmittal to the State. The attached copy of the Funding
Proposal revisions should be retained by the Clerk of the Board for County files.
