MINIMUM QUALIFICATIONS:
Two years of fulltime experience or its equivalent in a supervisory
clerical or administrative staff capacity in a hospital or health care setting.
KNOWLEDGE, SKILLS AND ABILITIES:
Good knowledge of patient registration, scheduling, and admitting policies
and procedures; good knowledge of modern office and clerical procedures including
the organization and division of work; good knowledge of the principles and
practices of supervision; knowledge of the organization and functions •of various
hospital services; knowledge of medical terminology; knowledge of basic electronic
data processing techniques; ability to plan, organize and direct complex paper
intensive work activities; ability to analyze problem in work methods and arrive
at reasonable solutions; ability to supervise the work of others; ability to
prepare clear and concise reports and correspondence; ability to establish and
maintain effective working relationships with staff and the public.

HEALTH SERVICES ADMISSIONS MA14AGER
DEFINITION:
Under general supervision, to plan, coordinate and direct all patient
registration, scheduling, and admitting functions in the Health services De-
partment; to supervise subordinate staff at the County Hospital and regional
health centers engaged in the above activities; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This single position class is distinguished by its overall responsi=
bility for managing inpatient and outpatient registration and admitting systems.
It is distinguished from the class of Office Manager in that the latter is re-
sponsible for the organization of work and supervision of at least two functional
clerical units, not necessarily in a medical setting.
This class is supervised by a Health Services Administrator.
TYPICAL TASKS:
Manages the Hospital pre-admission and patient registration systems
to ensure the proper identifying, biographical , and financial information on
patients is obtained; supervises admitting office staff engaged i'n interview-
ing patients and relatives for the purpose of obtaining the required inform-
ation; coordinates the preparation of required admission records and the obtain-
ing of required signatures on authorization to treat and assignment of benefits
forms; oversees the outpatient registration and scheduling systems to include
an analysis of the number of patient visits and no show statistics, time in-
terval between visits, etc. ; implements and monitors a system of financial
counselling whereby necessary Medi-Cal applications are initiated and finalized,
sources of third party payment are identified, private pay fee schedules are
negotiated, and contractual payment agreements are obtained; directs preparation
and distribution of the perpetual Hospital occupancy census; evaluates and im-
proves office forms and procedures relative to the patient registration,
scheduling, and admitting functions; carries overall responsibility for de-
partmental cash collection activities including the receipt, safeguarding,
and deposit of funds; interviews, hires, directs, and evaluates subordinates;
prepares staff work schedules, conducts training, and holds staff meetings;
enforces and monitors department policy regarding the storage and safekeeping
of patient valuables; deals with problem patients over such issues as refusal
to give required information, unhappiness about charges, or lost valuables;
monitors the assignment of patients to inpatient rooms to include consideration
of physician orders, patient preferences, nature of illness, and the avail-
ability of space; supervises the release of summary information to the public
about the presence and/or general condition of patients at the Hospital ;
prepares correspondence and reports.
