SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I would like to share with the Board of Supervisors as an informational
item the attached memorandum from me to Michael Walford, Public
Works Director, relative to the need to review the traffic needs for
the West Pittsburg area and the need to set up a road fee area.

I would like the support of the Board in my request that the Public
Works_Department investigate this matter.

FOR THE WEST PITTSBURG AREA

It has come to my attention over the last year that the West
Pittsburg community faces several critical traffic problems.
The major of these is the spill over from Highway 4.
Willow Pass Road and other arterial roads have become bypass routes for
our congested, compacted highway. With the additional residential growth
and business expansion in West Pittsburg, traffic is unbearable during
many points of the day.
I believe we must investigate traffic needs for the West Pittsburg
community including consideration of additional traffic signals and review-
ing the need for road widenings at such places as the intersection of
Willow Pass Road and Port Chicago Highway--and any other improvements
that our staff may deem to be appropriate.
A considerable amount of additional building is planned in the
near future in the West Pittsburg community and it would be appropriate
to set up a plan for addressing the problems and having a part of the
funding for that plan come from a road fee area that would mitigate this
extra traffic--recognizing that some of the traffic problems is generated
externally and some of it is generated from the new growth that is planned
to occur.
Obviously, one long range solution is in the works in the form of
the project to lower Willow Pass grade and add extra lanes on Highway 4,
but this relief will not come for some time and in the meanwhile, morning
traffic in particular, has become teraible in recent months . I would suggest
that our staff take a tour. I would be glad to join our Public Works and
Planning traffic staffs on this tour sometime during the next few weeks
during these busy traffic times of the day.
