HomeMy WebLinkAboutMINUTES - 09251984 - 1.57 1.`7 TQ: BOARD OF SUPERVISORS FROM: PHIL BATCHELOR Contra County Administrator Costa DATE: September 19, 1984 Ownty SUBJECT: AMENDMENTS TO 1984/85 COUNTY JUSTICE SYSTEM SUBVENTION PROGRAM, INCLUDING ALLOCATION OF 1983/84 CARRYOVER FUNDS SPECIFIC REOUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendations Amend Board Orders of April 24, 1984 and June 5, 1984 related to approval of 1984/85 County Justice System Subvention Program and related contracts, as follows: 1. Increase the District Attorney's PERFORMANCE OF AB 3121 FUNCTIONS project from $244,356 to $247,021. 2. Increase the District Attorney's PRE-TRIAL DIVERSION project from $174,219 to $179,350. 3. Increase the Public Defender's DEFENSE OF JUVENILES project (AB 3121) from $73,263 to $73,725. 4. Increase the City of Brentwood's YOUTH AND FAMILY SERVICES: EAST CONTRA COSTA COUNTY project from $79,435 to $83,827 and authorize the County Administrator, or his designee, to execute an amended contract on behalf of the County with the City of Brentwood. 5. Decrease the Probation Department's HOME SUPERVISION project (AB 3121) from $120,545 to $73,307. 6. Increase the Probation Department's BYRON BOYS' RANCH project from $646,267 to $694,576. Background and Justification On April 24, June 5 and July 24, 1984, your Board took various actions related to approval of project amounts and contracts for the 1984/85 County Justice System Subvention Program (formerly AB 90) . The Subvention Program Advisory Group has previously recommended to your Board that 1983/84 carryover be allocated to those agencies and projects which generated the carryover. This Office was directed to prepare this report to your Board after the fiscal and legislative uncertainties concerning the 1984/85 program had been resolved. The above recommendations relate to the reprogramming of $13,721 in 1983/84 carryover funds, consistent with the Advisory Group's recommendations. Virtually all of this carryover was generated by the ongoing projects included in the above recommendations. The Probation Department has recommended that the HOME SUPERVISION project, because of decreasing caseloads, be decreased by $47,238 and that the $1,071 of carryover generated by that project be allocated to the Byron Boys' Ranch. That action will allow the Probation Department to shift general fund money to the Boys' and Girls' Centers so that their operation can continue through the 1984/85 fiscal year. This Office concurs with the recommendation.
