SUBJECT: Employee Suggestion Awards
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That monetary awards be made and the Chairman be authorized to sign Certificates
of Appreciation for the following named employees in recognition of the fact that
their suggestions have been selected by the Contra Costa County Employee Suggestion
Award Committee and the County Administrator for such recognition:
1 . Roy Snelson (Public Works) - Certificate only
2. Steve Schneider (Social Services) - $25.00 plus Certificate
3. Samantha Markert (Public Works) - $100.00 plus Certificate
4. Stephen Ojena (Sheriff-Coroner) - $578.90 plus Certificate
BACKGROUND:
The Board of Supervisors has authorized the Employee Suggestion Award Program with
three levels of award: (1 ) Certificate of Appreciation only; (2) monetary awards
of $100, $50, and $25 to be issued quarterly; and (3) monetary award of 10% of
first year's net savings.
The Employee Suggestion Awards Committee recommends the following awards:
1 . Roy Snelson - (Public Works)
Suggested that the Board of Supervisors authorize County employees who wish to
do so to deposit their used motor oil at the waste oil tanks located at the
Central Motor Pool or Shell Avenue Garages. This will reduce improper oil
disposal via garbage and/or gutters, and add to County revenues by selling the
increased amount of oil to the vendor.
As no financial benefit to the County can be calculated at this time, the
Committee recommends that Mr. Snelson be recognized for the improvement of
employee morale, reduction of environmental pollution, and potential income to
the County resulting from his suggestion by issuance of a Certificate of
Appreciation. Records will be maintained for one year and, if warranted, the
Committee will recommend appropriate monetary award be made to Mr. Snelson at
that time.

2. Steve Schneider - (Social Services)
Suggested that two-thirds of the lights in the staff room at 30 Muir
Road be kept off, as building policy, for ten months a year, or only kept
on as necessary on darkest days. Social Services will name two employees
to be responsible for this job. It is estimated that this suggestion will
save $260.00 per year and $3,524 over ten years.
The Committee recommends that a $25.00 quarterly award be made to Mr.
Schneider in recognition of this money-saving suggestion.
3. Samantha Markert - (Public Works)
Suggested that insulating window film be applied to three windows and that
twenty-five incandescent exterior flood lights be converted to less costly
fluorescent fixtures at 255 Glacier Drive, Martinez. It is estimated that
the suggestion will save $887.00 during the first year and $12,380 during
the first ten years.
The Committee recommends that a $100.00 quarterly award be made to Ms. Markert
in recognition of this money-saving suggestion.
4. Stephen Ojena - (Sheriff-Coroner)
Suggested that all refrigerated water coolers located in county facilities
be disconnected from electrical power supply between October 1 and March 31
each year. It is estimated that this suggestion will save the county $36.74
per year per water cooler for a first year's savings of $5,789 and a ten
year's saving of $75,911 .
Upon consultation with staff of the Public Works Department, the Committee
recommends that a 10% award of $578.90 be made to Mr. Ojena and that
this award be paid from savings in the Public Works Department' s budget
resulting from this suggestion.
