September 18, 1984 SUBJECT: Water Committee Report Specific Requests or Recommendations & Background & Justification RECOMMENDATION Accept Water Committee Report. BACKGROUND 1984 Water Legislation The Water Committee reviewed pre-print Senate Bill 13 proposed by Senator Ayala concerning water facilities. This proposed bill is expected to be the vehicle for a 1984 effort for a Delta Water Transfer Facility. The Water Committee determined that it is too early to take a position on this bill , but directed staff to monitor the bill closely. The Water Committee asked staff to provide a summary of the disposition of water legislation on which the Board took a position during the 1983-1984 Legislative Session. The Water Committee noted that AB 3792 sponsored by Assemblyman Isenberg concerning the authorization of Los Banos Grandes Reservoir for off-stream storage, and AB 2807 sponsored by Assemblyman Robert Campbell concerning mechanical water hyacinth control in Rock Slough, were both introduced at the request of the Board of Supervisors. If these bills should be signed into law, it is appropriate for the Board to express its appreciation and to publicize the bills with the Assemblymen. Staff was directed to monitor the progress of the bills and make appropriate arrangements should they become law. Water Hyacinth Control John DeFremery, County Agricultural Commissioner, reported on the monitoring results of the State's Water Hyacinth Control Program. Mr. DeFremery reported that the State implemented all the safeguards requested by the County. All monitoring reports showed herbicide residues less than previously set Federal and State limits. Less than 200 acres of water hyacinths were treated. The herbicide spraying was over 95 percent effective in San Joaquin County. The Contra Costa Water District and the State Department of Boating & Waterways were requested to discuss whether or not the one-mile limit prohibiting spraying of herbicides from the Contra Costa Water District's intake applies to Sand Mound Slough. The Water Committee discussed staff' s memo on ideas for how Contra Costa County may be involved in future activities of the Committee for Water Policy Consensus. The Water Committee felt that funding and staffing of future activities for the Committee for Water Policy Consensus should be shared by the participants in the Committee for Water Policy Consensus through contributions of funding or staffing assistance. All these details will be discussed in depth at the steering committee meeting and during the October 1984 meeting of the full Committee for Water Policy Consensus. Selenium Study - Bay Institute Proposal The Water Committee heard a proposal from The Bay Institute of San Francisco to prepare a hypothesis paper on how selenium from the Central Valley may have contributed to the decline of the fisheries in the San Francisco Bay-Delta system. The committee noted that this hypothesis goes beyond the issue of the San Luis Drain and discusses the existing effects of agricultural drainwater discharge into the Delta. The Water Committee indicated to The Bay Institute that they would recommend half the project cost ($1,250.00) for autho- rization by the Board of Supervisors, if The Bay Institute can receive commitments from other agencies for the other half of the cost of the paper. 0C2S4
