HomeMy WebLinkAboutMINUTES - 09181984 - 2.9 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa osta DATE: September 12 , 1984 County Approval of Contracts Between the County and DATACOM for Parking SUBJECT: Citation Processing System for Bay Municipal Court District and Between Certain Cities to Fund Payments for Said System SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION It is recommended that the Board of Supervisors approve and authorize the Chairman to execute the following contracts effective August 1 , 1984 : 1. Contract between the County and DATACOM Systems Corporation, Inc . for services to assist in the collection of parking citations within the Bay Municipal Court Judicial District. 2. Contract between the County and the Cities of E1 Cerrito, Hercules , Pinole, Richmond and San Pablo (all the incorporated cities within the Bay Judicial District) adjusting the division of parking revenues collected by the services provided through DATACOM pursuant to Penal Code Section 1463 (l) (c) . BACKGROUND The Bay Municipal Court District is predominately a criminal court dealing in serious misdemeanors with an unusually high number of jury trials and felony preliminaries , two of the most time consuming and burdensome processes for court staff. Due to this , the .Bay Municipal Court District has a large backlog in parking citations which have not been processed. In order to remedy this situation, the Bay Municipal Court District and the Cities within the District have mutually agreed to retain an independent contractor to provide for an automated parking citation processing system to assist in the collection of the parking citations. After evaluation of prospective vendors, the Bay Municipal Court Adminis- trator selected DATACOM Systems Corporation, Inc. to provide this service. The contract for the parking citation collection system is between the County on behalf of the Bay Municipal Court District and DATACOM. Under the' terms of the contract, DATACOM will provide the computer programs, written procedures and other supporting items required to carry out its services. In addition DATACOM will provide monthly management and statis- tical reports as required by the County and Cities . it The contract payment provides that DATACOM will receive 75� for each citation entered into the DATACOM system and 40% of all revenues derived from collection of out-of-state parking citations on a monthly basis. , Each incorporated City respectively within the Bay Judicial District ha's agreed to fund the costs of the DATACOM contract for collection of parking citations within each City. Since the other court districts are not experiencing a backlog to the degree that Bay Municipal Court has, it is not recommended that the County contract for processing of parking citations for all court districts at this time.
