SUBJECT: Household Hazardous Waste Public Awareness Day
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Refer the requests of the County Hazardous Waste Task Force to the County
Administrator and County Counsel for report back to the Board on October 2, 1984.
BACKGROUND:
In December 1983, the Board of Supervisors created a 21-member Hazardous Waste Task
Force. One of its tasks is to determine the best way(s) to maximize public knowledge
and awareness about hazardous waste issues in order to generate public participation
in the process of resolving hazardous waste problems. To implement this charge,
the Task Force established a subcommittee to develop a public education and informa-
tion program. In May 1984, the subcommittee presented to the Task Force a proposed
public involvement program. This program consists of two workshops, a conference,
one public forum, and a public awareness day. The subcommittee felt the awareness
day would heighten public knowledge of: the hazardous waste problem in Contra Costa
County; alternatives available to disposal of hazardous wastes; and proper disposal
techniques presently available for hazardous wastes.
Additionally, in January 1984, the Board's Recycling Committee began discussing the
possibility of holding a Household Hazardous Waste Public Awareness Day, like those
sponsored by the Cities of Palo Alto and Sacramento. The Household Hazardous Waste
Public Awareness Day would allow residents of the County to properly dispose of
hazardous materials found in their homes, such as rat poison, oven cleaner, paint
thinner, and pesticides. Therefore, the Board of Supervisors, on July 10, 1984,
ordered the Recycling Committee staff to coordinate efforts with the Hazardous
Waste Task Force in developing a joint Household Hazardous Waste Public Awareness
Day.
In recent meetings between the Recycling Committee staff and the Hazardous Waste Task
Force subcommittee on public participation, concerning the Household Hazardous Waste
Public Awareness Day, it has become apparent that a number of steps need to be taken
by the County Board of Supervisors or its designee to enable continued development of
the Public Awareness Day project. These steps include:
1 . Acknowledgment by the Board of Supervisors that they will sponsor a countywide
Household Hazardous Waste Public Awareness Day; and
2. Authorization from the Board for participation by County departments and offices
in preparing for the Public Awareness Day; and

3. That the Board designate a particular County department to act as lead agency
in accomplishing the tasks outlined (see under Recommendation) in conjunction with
the Hazardous Waste Task Force and the Recycling Committee.
In order to accomplish these steps, the Hazardous Waste Task Force recommends that
the Board take the following actions:
1 . Send a letter to Dwight Hoenig, Chief, North Coast Section, Toxic
Substances Control Division, State Department of Health Services, from
Chairperson Tom Torlakscn, requesting that the State Department of
Health Services assume generator responsibility for the hazardous
wastes disposed of through the Public Awareness Day project.
2. Send a letter from the County to the Contra Costa Community Recycling
Center, Attn: Kathleen Nimr, requesting permission to use the Center as
a collection site on the Awareness Day.
3. Send a letter from the County to Bay Area Environmental , Attn: Dan Oliva,
confirming use of their facility as a collection site on the Awareness Day,
and asking for a detailed cost estimate of the services they could perform
for the County on the Awareness Day.
We believe that the County's sponsorship of such an event and the specific recommenda-
tions require legal and administrative review. We will be prepared to make a report
and recommendations on October 2, 1984.
