HomeMy WebLinkAboutMINUTES - 09181984 - 1.32 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 18, 1984 , by the following vote: AYES: Supervisors Powers , Fanden, McPeak and Torlakson NOES: None ABSENT: Supervisor Schroder ABSTAIN: None Approval of Consulting Services Agreement with SUBJECT: Lori Griggs for Committee for Water Policy Consensus Staff-Services (7825-6X 5294) On January 25, 1983, the Board of Supervisors, as Governing Board of the Contra Costa County Water Agency, authorized the Public Works Director, as Chief Engineer, to execute a consulting services agreement with Solem & Associates to develop "a proposal to help establish a Bay-Delta Consensus on Northern California Water Policy" with the firm of Solem & Associates. The work of Solem & Associates resulted in the formation of the Committee for Water Policy Consensus. Additional funding from the Contra Costa County Water Agency, other governmental agencies, private companies, and foundations, funded the Committee for Water Policy Consensus, staffed by Solem & Associates until August 31, 1984. The staff of the Contra Costa County Water Agency (the Environmental Control Division of the County Public Works Department) will be providing staffing services to the Committee for Water Policy Consensus during the interim period until the Committee decides on a permanent staffing arrangement. A subcommittee of the Committee for Water Policy Consensus meets on September 17, 1984 to discuss future options for the Committee. The full Committee will meet in October 1984 to decide on its future. The Public Works Department envisions an arrangement where various agencies will provide staff services to continue the Committee for Water Policy Consensus and that grant funding may play a major role in financing future Committee activities. In any case, it appears that the Contra Costa County Water Agency will play a lead role in coordinating the Committee. A consulting services agreement has been negotiated with Lori Griggs to assist the Water Agency staff in providing staff services to the Committee for Water Policy Consensus. Ms. Griggs was hired by Solem & Associates to perform a similar function. Now that the Committee's agreement with Solem & Associates has expired, Ms. Griggs is available to work for the Water Agency. The consulting services agreement states that Ms. Griggs will be paid on an hourly basis, as needed, under supervision of the Environmental Control Division of the County Public Works Department. The contract has a payment limit not to exceed $20,000 for Fiscal Year 1984-1985. This cost can be reduced through supplemental grant funding and less use of Ms. Griggs due to staff contributions from other agencies. The Public Works Director, as Chief Engineer for the Contra Costa County Water Agency, recommends that the consulting services agreement be approved and the Public Works Director be authorized to execute the agreement. IT IS BY THE BOARD, AS GOVERNING BOARD OF THE CONTRA COSTA COUNTY WATER AGENCY, ORDERED that the recommendation of the Public Works Director, as Chief Engineer, be APPROVED, and the Public Works Director, as Chief Engineer, be AUTHORIZED to execute the agreement.
