HomeMy WebLinkAboutMINUTES - 09181984 - 1.28 syr:. ♦� w THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 18 1984 , by the following vote: AYES: Supervisors Powers , Fanden, McPeak and Torlakson NOES: None ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Sanitation District No. 5 (Port Costa) Change Orders Nos. 5, 6, 7, 8, 9, and 10 to Construction Contract with 'Robert J. Collins. (7380-6X5230) On August 9, 1983, the Board of Supervisors, as Ex Officio Governing Board of Contra Costa County Sanitation District No. 5, awarded a contract to Robert J. Collins for the construction of a wastewater treatment facility. Change Order No. 5 is described as follows: 5. Differing site conditions: Boulders in recirculation building foundation excavation and soft soil encoun- tered at bottom of excavation. Contract extension of seven days. $ 8,261.05 Change Order No. 6 is described as follows: 6. Differing site conditions: Work around and remove approximately 40 pipes and concrete piers, railroad debris piles, large rocks, asphalt, road base, heavy oil seeps, and water encountered on 10-inch influence sewer. Contract extension of 11 days. $ 7,924.71 Change Order No. 7 consists of the following items: 7A. Differing site conditions: During excavation for boring and jacking of the casing under the railroad tracks, large boulders were encountered which caused the contractor and engineer to study alter- n Aive methods for installing the casing. After careful consideration, the contractor was directed to proceed according to the original plan. Contract extension of 11 days. -0- 7B. Differing site conditions: Groundwater in the vicinity of the recirculation building excavation was saturated with waste oil . The oil seeped into the excavation and reinforcing steel could not be installed until the excavation could be de-watered. Electrical power was not available at the site at that time. Contract extension of 18 days. -0- 7C. The contractor was mistakenly directed by the construc- tion managemerrt company to build berms of the filter ponds to a wrong slope. The work had to be re-done. Contract extension of seven days. $ 2,143.00 Total Change Order No. 7: $ 2,143.00 Change Order No. 8 consists of the following items: 8A. Differing site conditions: •The outfall profile was surveyed prior to design of the project. The profile changed considerably, probably due to storm erosion. A change in the method of installing the outfall was most cost-effective. Contract extension of 41 days. $ 9,643.00 00035 2 8B. Differing site conditions: During the course of in- stalling the 10-inch outfall, several large boulders were encountered and were removed. $ 7,187.65 Total Change Order No. 8: $16,830.65 Change Order No. 9 consists of the following items: 9A. Differing site conditions: A large boulder was dis- covered during the excavation of filter pond F2. The boulder was removed. Contract extension one day. $ 1,692.00 9B. A flushing hose as specified could not be connected to the #3 water system and an adapter was required. $ 55.50 9C. A teamster union strike started on June 4, 1984. The teamsters did not start making deliveries until July 16, 1984. During this time, the contractor could not get deliveries of shotcrete and filter media. Contract extension of 42 days. -0- Total Change Order No. 9: $ 1,747.50 Change Order No. 10 consists of the following items: 10A. Provide drain line from recirculation pumps to floor drain. This was inadvertently left off the original plans and specifications. $ 255.60 10B. Differing site conditions: Flume in metering manhole needed to be reinstalled due to effects caused by bending influent line to avoid the old chlorine contact chamber. $ 1,204.80 10C. A reduction in the amount of slope protection was ordered because a lesser amount of slope protec- tion was .determined to be adequate. ($ 1,678.00) Total Change Order No. 10: ($ 217.60)-Credit TOTAL CHANGE THIS BOARD ORDER: $36,689.31 The construction project is being partially funded by a State and Federal Clean Water Grant. Change Orders Nos. 5, 6, 7, 8, 9, and 10 are eligible for grant reimbursement, pending approval by the State Water Resources Control Board. The Public Works Director, as Ex Officio District Engineer, recommends that the Board approve Change Orders Nos. 5, 6, 7, 8, 9, and 10, and authorize the Assistant Public Works Director, Environmental Control, to sign said Change Orders.
