Supervisor Tom Torlakson referred to a report he had
received from the Sheriff relative to the accumulation of beer cans
being the result of a litter clean-up effort . He also referred to a
tour of the Clayton facility by representatives of his office and
the community who did not share that viewpoint . He expressed concern
with allegations as to the ease with which alcohol and drugs are
accessible to the inmates , and indicated that a complete review of
the management and security procedures of said facility is needed .
Supervisor Torlakson also requested a report where an
inmate , alleged to be drunk, sustained injury and had to be trans-
ported by ambulance to a hospital for treatment . He also requested

alcohol and contraband to the prisoners . Since funds for security
fencing and related items have been allocated in .the budget , Supervisor
Torlakson urged the implementation of same as soon as possible .
Phil Batchelor , County Administrator , advised that fencing
for the Clayton facility has top priority consideration and that
procedures are in process to expedite the installation of same .
