HomeMy WebLinkAboutMINUTES - 09111984 - X.15 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , CALIFORNIA Adopted this Order on September 11 , 19841 by the following vote: AYES: Supervisors Powers , McPeak, Torlakson NOES: None ABSENT: Supervisors Fanden , Schroder ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Problems at the Clayton Rehabilitation Facility Supervisor Tom Torlakson referred to a report he had received from the Sheriff relative to the accumulation of beer cans being the result of a litter clean-up effort . He also referred to a tour of the Clayton facility by representatives of his office and the community who did not share that viewpoint . He expressed concern with allegations as to the ease with which alcohol and drugs are accessible to the inmates , and indicated that a complete review of the management and security procedures of said facility is needed . Supervisor Torlakson also requested a report where an inmate , alleged to be drunk, sustained injury and had to be trans- ported by ambulance to a hospital for treatment . He also requested the County Administrator and Sheriff to review the availability of alcohol and contraband to the prisoners . Since funds for security fencing and related items have been allocated in .the budget , Supervisor Torlakson urged the implementation of same as soon as possible . Phil Batchelor , County Administrator , advised that fencing for the Clayton facility has top priority consideration and that procedures are in process to expedite the installation of same . Leslie LaFond , a property owner in the vicinity of the Rehabilitation Center , commented on the problems at the Clayton facility and expressed the opinion that the deficiencies might be corrected with more deputies and the installation of the security fence . I County SUBJECT: County Physical Fitness Program SPECIFIC REQUEST(S) OR RECOMMENDATI,O.N(S) & BACKGROUN.D AND,JUSTIFICATION BACKGROUND: The September 1 , 1984 issue of CAL-TAX NEWS reported thet the City of Napa is saving $100,000. annually with the implementation of a fitness program for city employees. The Director of Personnel , David Falk anticipates savino $250,000. annually within 4 years through a reduction of medical liabilities and preventative measures against disability retirements. RECCOMMENDATION: Refer to County Administrator and Health Services Director for possible implementation and also Sheriff for implementation of similar program for County inmates which could promote better health and reduced medical costs.
