HomeMy WebLinkAboutMINUTES - 09111984 - 2.12 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa County DATE: September 6, 1984 SUBJECT: Task Force on Long-Term Solutions to Financing School Facilities SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Chairman to convene a Task Force including those individuals and groups to which the attached letter dated September 5 is addressed for the purpose of exploring various alternatives for the long-term financing of new school facilities and to make any recommendations to the Board which may be required or be appropriate. BACKGROUND: On August 21 , 1984, the Board directed the County Administrator to report back on September 11 recommending the composition of a Task Force to address various alternatives to long-term financing of school facilities, including Proposition 26, on the November 6, 1984 ballot. Based on consultation with the Chairman, the attached letter has been sent to those groups and individuals that we believe need to be included in the development of any strategy for identifying long-term financing of school facilities. We recommend that the Chairman be authorized to meet with these groups and individuals for the purposes indicated and to make any further recommendations to the Board which may be indicated from the Task Force' s work. I understand we may be close to resolving that problem, .at least for the current school year. However, this is understood by all parties to be a short-term solution for the current school year. It does not adequately address the options that may be available for a longer term solution. On September 11 , I expect the Board of Supervisors to authorize me to convene a Task Force to identify and deal with these longer range alternatives. In anticipation of such authorization, I have set up a meeting which I would like you to attend. The purpose of the meeting will be to identify various alternatives for longer range solution to the need for permanent school facilities financing, and determine a course of action. This will include discussion of Proposition 26 on the November 6 ballot and various other legislative solutions we might pursue.
