HomeMy WebLinkAboutMINUTES - 09111984 - 1.56 TO: BOARD OF SUPERVISORS FROM: Phil Batchelor Count Administrator Contra County Costa DATE: September 4, 1984 County SUBJECT: Authorization to Pay Private Health Insurance Premiums-- Establishment of Program Pursuant to Government Code Section 26227 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Establish a program, pursuant to Government Code Section 26227, under which the Health Services Director is authorized to expend funds provided to the County by the State of California for the care of the Medically Indigent Adult to keep in force private medical insurance for an individual under the following criteria: 1 . This program is to be used only for individuals with a clearly diagnosed medical condition which would require extensive treatment within the time period covered by the premiums ; and 2. The individual would become a county responsibility if private insurance is not kept in place; and 3. The individual has no financial resources to continue payment of the premium; and 4. The cost of the premium will clearly be less than the cost of treatment required; and 5. Payment is to be made only after health status of applicant is screened by Health Plan Medical Director; and 6. Payments can be authorized for no more than six months without reauthorization from the Health Services Director. Program A case has come to our attention of a county resident without. financial resources and with severe medical problems who has' existing private medical insurance. If this insurance lapses for non-payment of premiums, this individual will become a county responsibility. The county would then have to pay for her needed expensive treatment. This is to request that the Board of Supervisors establish a program to be administered by the Health Services Department which would pay the cost of retaining individual private medical insurance for a limited number of individuals for a limited amount of time. We also request that the Board approve the general criteria the Department will use to determine when to make premium payment under this program. The general criteria for the program include: 1. This program would be used only for individuals with a clearly diagnosed medical condition which would require extensive treatment within the time period covered by the premiums, and 2. The individual would become a county responsibility if private insurance is not kept in place, and 3. The individual has no financial resources to continue payment of the premium, and 4. The cost of the premium will clearly be less than the cost of treatment required, and 5. Payment would be made only after health status of applicant is screened by Health Plan Medical Director. The County Counsel has said that this program could be established under Authority of Government Code 26227 so long as a tangible benefit to the county can be demonstrated. 00039 a-41 c-7/83 Claude VanMarter Page Two Private Health Insurance Program August 24, 1984 Funding for this program would be from the State's Medically Indigent Adult allocation to the county.
