DISTINGUISHING CHARACTERISTICS: This single position class is located within the Health Services Department, Alcohol/Drug Abuse/Mental Health Division and is responsible for supervising the Youth Interagency Assessment Consultation and Treatment (YIACT) Program. It is distinguished by its responsibility to ensure that specialized assessment, consultation, crisis intervention, brief treatment, case management and training services are provided to an interagency target population of minors in out-of-home care. This class is distinguished from Mental Health Clinical Program Supervisor in that incumbents of the latter class are first line supervisors in County mental health programs which primarily serve adults. Supervision of this class is provided by the Children and Adolescent Services Program Chief. TYPICAL TASKS: Plans, organizes and directs the Youth Interagency Assessment Consultation and Treatment (YIACT) Team program; assesses program needs and processes requests from Youth Services Board agencies for staff services; supervises and monitors the delivery of mental health and special education services provided by YIACT staff within County operated institutions and out-of-home contract agencies for children_ and adolescents; provides consultation, education and information to community agencies responsible for the assessment or placement of minors; educates and informs committees and task forces as to the mental health needs of and resources available for minors in out-of-home placement; consults with interagency program staff on individual cases, program development and evaluatlun, and in-service training needs; negotiates and prepares an annual work plan for presentation to the Youth Services Board; serves as Cost Center Manager for the YIACT clinic; selects, hires, and evaluates the work of subordinate professional and clerical staff; attends division and interagency staff meetings, planning conferences, and Youth Services Board meetings; maintains statistics and prepares reports on program utilization. MINIMUM QUALIFICATIONS: Licenses Required: 1) A valid California Motor Vehicle Operator's License; 2) Possession of one of the following licenses is required. Either (a) a valid license as a Psychologist issued by the State of California Board of Medical Quality 0001.E 4 e 5 Assurance, Psychology Examining Committee; or (b) a valid license as a Clinical Social Worker issued by the State of California, Board of Behavioral Science Examiners; or (c) a valid license as a Marriage, Family and Child Counselor issued by the State of California, Board of Behavioral Science Examiners. Education: Possession of a Master's Degree from an accredited college or university with a major in psychology, social work or closely related behavioral science field. Experience: Three (3) years of fulltime experience or its equivalent providing counselling to mentally disturbed minors at least one year of which included team leader responsibility providing work direction to less experienced professional or para-professional staff. Substitution of Education for Experience: A Doctorate Degree with a major in one of the aforementioned fields may be substituted for one year of the required experience, except that no substitution is permitted for the one year of team leader responsibility.
