SUBJECT: HR 5944--Mailing Absentee Ballots and Instructions and
Voter Registration Forms for Federal Elections
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of support for HR 5944.
BACKGROUND:
Currently, the County pays postage for mailing absentee ballots and instructions
as well as for mailing voter registration forms. HR 5944 has been introduced by
Congressman Udall to exempt from this requirement all absentee ballots requested
by an individual and all voter registration forms. The County's Assistant
Registrar, Lon Underwood, estimates that passage of HR 5944 would save Contra
Costa County $6,000 to $9,000 in postage for absentee ballots per year.
Postage for mailing voter registration forms is currently being paid for by
the State so there would be a savings for the State of California, although
not for the. counties. However, the savings for mailing absentee ballots alone
makes this a measure worthy of the Board' s support.
Mr. Underwood recommends that the Board support HR 5944 and our office concurs
with that recommendation.
HR 5944 is currently in the Post Office Committee of the House of Representatives.
