HomeMy WebLinkAboutMINUTES - 08281984 - X.8 Y'O: BOARD OF SUPERVISORS FROM: SUPERVISOR SUNNE WRIGHT McPEAK Contra Costa DATE: August 28, 1984 County SUBJECT: SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION ACTION The Contra Costa County Board of Supervisors endorses the concept of a Task Force on Performance, Efficiency and Productivity (PEP) and directs the County Administrator ' s Office to develop the specific recommendations for implementing the PEP Task Force to include representatives from management, labor and the private sector. BACKGROUND In the past the Finance Committee has reviewed performance and productivity statistics for county departments in comparison to other comparable counties . The purpose of such a review was to evaluate the relative efficiency of department operations before making budget recommendations. The reports prepared in the past indicated high levels of productivity in most departments and it was a useful policy management tool. With the passage of stable funding for local government legislation this year, it is appropriate to revitalize our focus on performance standards, efficiency and productivity. Such an effort should draw upon all the relevant expertise available including county employees at all levels of administration, management and line work. Further, it is critical to involve the citizenry in such an effort by calling upon expertise in the private sector to assist and validate our efforts. Therefore, a working task force composed of labor, management and the private sector should be established to carry out the following objectives : a. In cooperation with the CAO and department heads, identify appropriate performance standards and productivity indices to measure productivity in each department. b. Oversee the compilation of data related to selected productivity standards. CONTINUED ON ATTACHMENT:. Evaluate the levels of efficiency and productivity in absolute terms and in comparison to other comparable counties . d. Direct and oversee the preparation of periodic reports to the Board of Supervisors regarding the progress achieved on improving productivity. e. Recommend steps to improve productivity and efficiency. Significant efforts to improve productivity must involve a cooperative, teamwork approach. Further, there must be positive support from the general citizenry. Private sector input not only will augment the governmental expertise, but it will also provide a valuable communication link with the public served. An appropriate name for such a positive, upbeat group would be the Task Force on Performance, Efficiency and Productivity (PEP) . Further, the Board of Supervisors should underscore that the overall goal of Contra Costa County and its departments is to achieve a standard of excellence in everything we do: We shall not be satisfied with anything less than "Number One" in performance, efficiency and productivity. 00435
