MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 28, 1984 SUBJECT: PERMIT TO EXCEED BOARD IMPOSED LOAD LIMIT ON CAMINO TASSAJARA Specific Requests or Recommendation(s) Background & Justification RECOMMENDATION Authorize Public Works Director to issue Transportation Permit allowing the Blackhawk Development Company to exceed the Board's imposed load limit on Camino Tassajara between Blackhawk Road and Hansen Lane. BACKGROUND The Board on October 2, 1979, by Traffic Resolution No. 2541-LDL, indefinitely extended a 7-ton load limit on Camino Tassajara beginning at the intersection of Blackhawk Road and extending easterly and southerly to the Alameda County Line. Based on public hearings and recommendations of the Public Works Department, the Board found that the above portion of Camino Tassajara cannot support vehicles which exceed a gross weight of 7-tons. Recent approvals of subdivision applications by the Blackhawk Development Company has resulted in their request to access their construction sites with equipment exceeding the 7-ton load limit via Camino Tassajara between Blackhawk Road and Hansen Lane. Their only alternative is to traverse the newly constructed roads within the development itself. They feel that damage to the new roads, as well as inconvenience to the Blackhawk residents, is less acceptable than damage to an existing road especially if it is maintained daily and restored to its original condition or as required by a Transportation Permit. The Public Works Department has prepared a Transportation Permit which would allow the Blackhawk Development Company to exceed the 7-ton load limit between Blackhawk Road and Hansen Lane, provided they agree to maintain the road in its present condition on a daily basis and that at the end of construction (2 year maximum time period) , the road would be restored to an "as before" or better condition. For these purposes, a $10,000 cash deposit for County maintenance will be required and a surety bond of $84,000 for road restoration will be submitted.
