SUBJECT:. Hearing
This being the time for hearing to determine whether certain parcels within the area governed by the
Pleasant Hill Bay Area Rapid Transit District Station Redevelopment plan should be assembled and
redeveloped by a single master developer. The Planning Director having submitted his report and
recommendations relative to the.advantages of a single master developer within a defined area(or areas)and
the active participation of the Planning Department in the coordination of the design and review to ensure a
coohesive and well-planned project. A proposed resolution setting forth the guidelines for owner participation
in this project was presented to the Board for their consideration.
The Chair convened the hearing. Persons speaking at this hearing commented on the advantages
and disadvantages of a single master developer,the need to provide assurances that minority contractors
would be given the opportunity to work on the project,the need for an advisory committee comprised of
citizens from the area to provide input on the project, and the need for the development of a traffic circulation
plan to provide for the flow of traffic within this area so as not to intrude onto the streets of adjoining residential
areas or pose a safety problem for the people living there.
All persons desiring to speak having been heard,the hearing was closed.
Board members having discussed the matter and being in agreement, IT IS ORDERED that the
proposed resolution designating certain parcels of property inthin the area governed by the Pleasant Hill Bay
Area Rapid Transit District Station Redevelopment Plan is APPROVED as presented.
IT IS FURTHER ORDERED the the comments and concerns of the people speaking on this matter are
REFERRED to the Planning Director and Public Works Director.
IT IS FURTHER ORDERED that.the Planning Director and Public Works Director are REQUESTED to
assign staff to meet with the residents to discuss as well as seek resolution to the areas of their concern.

SUBJECT: Owner Participation RESOLUTION No- RA 84-17
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION.
BACKGROUND & JUSTIFICATION:
Under the Community Redevelopment Law and the Agency' s
Redevelopment Plan, the Agency is obligated to offer reasonable
opportunities for owner participation in the redevelopment
process .
because the purpose of the Redevelopment Plan is, . in• part,
to engender assemblage of smaller parcels into larger parcels
more suitable for larger integrated developments, it is. obvious .
that not every owner of a parcel within the redevelopment project
area can• be an owner participant developer. . The Agency' s rules
for owner participation provide rules to select the master
developer of each area to be assembled.
The first step in that selection process is the action you
have before you today,. the designation of the areas which require
assembly in order to obtain larger more developable parcels . The
areas the staff is recommending for assemblage correspond to the
areas that were used for planning purposes in. the Specific Plan &
Redevelopment Plan adoption processes .
Once the Agency selects the areas, , the staff will solicit
proposals for master developers of• each area from the current
owners . If more than one owner makes a proposal , the .Agency will
select among the proposals sometime during late November. If a
.,i.ngle owner already owns or controls all the property in a .
particular designated area or if it is clear that only one owner
in a particular area will make a proposal, the staff will begin
now to negotiate owner participation and development agreements
with those owners .
Properties within a designated area which are not owned by
the owner selected as the master developer of that area „will b-�
acquired either by the Agency or the master developer and ,
.=assembled with the parcels the master developer already owns'.
The master developer will then develop the designated area
pursuant to agreement with the Agency and in accordance with the
Specific Plan & Redevelopment Plan .

If no owner in a particular designated area makes a proposal
to be the..master developer or if no such proposals. are acceptable
to the Agency, the Agency could then solicit proposals from
developers who do not own property in the 'designated. area..
Pursuant to the Redevelopment Plan for the. Pleasant' Hill
BART Station Project Area and . the Agency ' s rules relating 'to owner
participation in redevelopment, the Agency has determined that certain
parcels in. the Project Area can -be best redeveloped if they are
assembled with other parcels a.nd: developed. by asingle master
developer. The Agency now .de.sires to specify the assemblage that
it wishes to occur and direct. sta.ff. to begin the process of
developer selection.
THEREFORE, the Agency hereby resolves :
Each of the areas indicated on the ' a.ttached .Map as Areas 1 ,
4 , 7A, 7B, 8 , 9 , 10A, 10B, 11 and 14A consists of several parcels
which should be assembled and developed by .a single master
developer.
The .staff of the Agency is directed to notify each owner of,
property in each of the designated Areas of their opportunity to
submit proposals to become the master developer of the Area in
which such owner owns property. Such proposals shall be
submitted within 60 daysof the date of the notice . to the
property owners .
In the event .that the Agency. staff determines that a single
property owner ownsor controls all of a particular Area
designated above (except for publically owned property) or that
only one property owner in :particular Area will make a proposal
to be the master developer of that Area, the staff is authorized
to enter into. negotiations with such owner towards execution of
an owner participation and disposition agreement with such owner.

Forwarded herewith is a P 300 requesting the addition of one
position of Secretary - Advanced Level to this office to provide
clerical support to the new position of Director of Redevelopment.
At the present time, the day to day duties of the County's
Redevelopment Program are being performed by the County Planning
Department. Upon addition of the Director of Redevelopment
position to this office the overall responsibility for directing
and coordinating the county' s redevelopment activities will be
located here. Redevelopment will become a new division of this
office. The Director of Redevelopment will require high level
clerical support; an experienced secretary with stenographic
skills. Inasmuch as redevelopment is a relatively new function
for the county, it will be necessary for the secretary to
initially gather information on the county' s redevelopment program
in order to establish division files . On an ongoing basis, the
secretary will be required to maintain the files and establish new
files as necessary in order to provide ready access to a wide
variety of redevelopment related matters . Although at the present
time the county only has one active redevelopment project (Pleasant
Hill BART Station area) , it is anticipated that in the relatively
near future several more redevelopment project areas will be
established.
The secretary must be able to take dictation from the
Director of Redevelopment and prepare all of his/her correspondence .
The secretary must have the responsibility to handle telephone
inquiries from other county departments, cities, redevelopment
agencies, private developers, consultants, and private citizens .
There will undoubtedly also be correspondence with various State
agencies and some monitoring and correspondence related to State
legislation affecting redevelopment activities .

The Director of Redevelopment will be a person with at least
five years of administrative experience in community redevelopment
program activities and will require a secretary with enough
experience and ability to assist the Director in initially
establishing files and operating procedures for administration of
the county redevelopment efforts. It is quite possible that as
additional redevelopment projects are initiated, additional
program staff would be added. Inasmuch as the initial staffing
will consist only of the Director and Secretary, it will be
necessary for the secretary to be able to screen calls in order to
make referrals to other agencies as appropriate, to provide some
basic information about the county's redevelopment program, or to
determine that the caller must speak or meet with the Director.
The development and monitoring of redevelopment projects
involves a significant number of meetings and the establishment
of various committees, e.g. , fiscal review committee. The
secretary would most likely be called upon to attend meetings and
record the minutes thereof. In connection therewith it will be
necessary to develop and maintain a mailing list of persons
interested in or directly affected by redevelopment efforts .
If experience indicates that the redevelopment division does
not require full time secretarial support, the incumbent will also
be used to provide such support to other related program areas .
