SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. ACKNOWLEDGE receipt of status report on the Pleasant Hill BART Station
redevelopment project.
2. AUTHORIZE establishment of position of Director of Redevelopment and
Secretary in the Office of the County Administrator.
3. AUTHORIZE County Administrator to negotiate and execute contract in an
amount up to $10, 000 with William Gray Consulting Services for
right-of-way acquisition and other services in connection with the
Pleasant Hill BART Station redevelopment project.
BACKGROUND
On December 6, 1983 the Board adopted Ordinance No. 83-67 creating the Contra
Costa County Redevelopment Agency. On January 17, 1984 the Board adopted
County Redevelopment Agency By-laws which, in part, designated the County
Administrator to serve as the Agency' s Executive Director. On February 14, 1984
the Board confirmed the County Administrator' s designation of the Director of
Planning as the Deputy Director of the Redevelopment Agency for the purpose
of providing day-tb-day staff services and coordination necessary to see that
the Redevelopment Agency ' s duties are carried out in accordance with State legal
requirements and local agency policy.
The County Redevelopment Agency' s first project, the Pleasant Hill BART
Station Area, is underway and is requiring additional staff time and effort
in order to assure that all aspects of the project are properly coordinated
and carried out on a timely basis. One person within the county structure
must be given responsibility for directing the county' s redevelopment
program. In this regard, on June 5, 1984 the Board requested the County
Administrator to designate a contact person who could provide the necessary
coordination for the Pleasant Hill BART Station project and serve as the
County ' s contact person for the project. In order to provide the overall
direction and coordination required for County Redevelopment Agency functions ,
I am recommending establishment of a position of Director of Redevelopment to
be added to the staff of the County Administrator. The County Administrator
will retain the title of County Redevelopment Agency Executive Director and
the Director of Redevelopment will report directly to the County Administrator.
This new position will be responsible for overall direction of the county' s
redevelopment program and will serve as the contact person for the Pleasant
Hill BART Station project and all future redevelo nt pro 'ects . Until such

time as a person is hired into the new position I have designated Harvey
Bragdon, Assistant Director of Planning, to serve as the County's contact
person and to provide the necessary coordination of activities related to
the Pleasant Hill BART Station redevelopment project.
The work plan for the Pleasant Hill BART Station project consists of the
installation of infrastructure improvements in order to facilitate develop-
ment in accordance with the Specific Plan for the area . The improvements
are being financed with a combination of State, BART, Assessment District,
Redevelopment Agency, developer fees, and other funds . Success of the
project requires coordination of work activities and communication among
all the involved parties, particularly County staff, private developers,
and project area residents . The Planning Department has responsibility for
administering the Redevelopment Agency portion of the project while those
activities which are funded via Assessment District 1983-1 are administered
by the Public Works Department. Staff of the two departments meet on a
weekly basis to review progress on specific tasks, update/modify plans as
necessary and coordinate efforts.
Construction Schedule
To assure timely completion of all required activites County staff has
prepared a construction schedule indicating each construction activity and
its chronological sequence. County staff will, on an ongoing basis, review
the schedule with the project developers and modify it as appropriate to
accommodate changes in development plans or other contingencies (e.g. , bad
weather construction delays) . This schedule provides a central source of
information about the project and will serve as a control document to
monitor progress and coordinate the various construction tasks.
Financing
The County Redevelopment Agency was originally financed with a $200, 000
loan from Assessment District ' 1983-1. This Assessment District was
established in conjunction with the Pleasant Hill BART Station redevelop-
ment project area to assist in financing the required infrastructure
improvements. Redevelopment Agency budget expenditures to date have been
only for legal counsel services. All costs associated with redevelopment,
including those of County staff and outside consultants, will be charged
against the Redevelopment Agency and will not require the use of County
General Fund monies . Staff of my office will work with other County staff
and the Redevelopment Agency legal counsel as appropriate to prepare a
report on projected expenditure requirements and funding sources for the
Redevelopment Agency. The report will include analysis of tax increment
financing, issuance of bonds and possible additional loans.
Consultant Services
Review of the work activities indicates that County staff efforts must be
supplemented with some outside assistance on specific work items in order
to assure their timely completion. It is recommended that a contract in
an amount up to $10, 000 be executed with William Gray Consultant Services
for acquisition of rights-of-way needed for installation of street and
drainage related improvements in the project area.

DIRECTOR OF REDEVELOPMENT (EXEMPT)
DEFINITION:
Under general direction in the Office of the County Administrator, to
formulate and implement a comprehensive program of urban redevelopment for the
unincorporated area of Contra Costa County; to direct and coordinate operations
of the Redevelopment Agency including program planning, administration and budget-
ing; to serve as coordinator between the County Administrator, the Board of
Supervisors, County departments and community developers on redevelopment projects;
and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
Reporting directly to the County Administrator, this single-position
class serves as a program chief performing difficult and highly responsible
administrative work in carrying out the County's local redevelopment programs
requiring the frequent exercise of independent judgment and initiative within the
general policy framework established by the members of the Redevelopment Agency
and the administrative guidelines of the County Administrator.
The class is distinguished from that of Deputy County Administrator in
that incumbents of the latter class serve as primary representatives of the County
Administrator in coordinating and administering activities performed by a group of
County departments in furnishing County services.
TYPICAL TASKS:
Directs the formulation of recommendations regarding Redevelopment Agency
policy and its interpretation, modification, implementation and the initiation of
redevelopment projects; represents the Redevelopment Agency in various contract
negotiations; makes presentations before, or otherwise communicates with, the
County Redevelopment Agency, public groups, other public agencies, on matters such
as redevelopment goals and procedures, and changes in the legal and economic
climate of the Redevelopment Agency; prepares budget recommendations to support the
redevelopment function and ensures that operations are conducted within authorized
allocations; reviews and evaluates the performance of Redevelopment Agency opera-
tions and programs to insure adherence to established policies and procedures, and
legal and administrative guidelines; maintains cooperative working relationships
with federal , state and local agencies and groups and participates in interagency
conferences and meetings to discuss and resolve conflicts and operational problems;
reviews redevelopment plans of cities within the County to determine their fiscal
and service impact upon the County and other special districts; where appropriate,
negotiates an equitable allocation of property tax revenues between the city, the
County and its special districts; conducts a program of public information and
public relations to maintain support for Redevelopment Agency policies, programs,
goals and objectives; analyzes bills and legislative proposals, and recommends new
or amended legislation to further housing and redevelopment programs and projects;
selects, trains, directs and supervises Redevelopment Agency staff; establishes
and maintains systems to provide management information and to meet reporting
requirements;meets with prospective developers to provide them information

required to develop projects within the County and provides service necessary to
confirm the project location; coordinates development projects with involved
departments to insure that the County honors its processing, time and related
action commitments; supervises the activities of staff engaged in the planned
aggregation of land packages suitable for commercial , industrial and housing
development within County redevelopment project areas; directs the review of
sites appropriate for commerical , industrial and housing development taking into
consideration the availability of supporting public and private utilities,
facilities and community services; identifies needed site improvement and super-
vises the coordination of data obtained with the capital improvement and service
planning processes of the County; prepares reports and correspondence.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's License.
Education: Possession of a Baccalaureate Degree from an accredited
college or university with a major in business or public administration, urban
planning, architecture, civil engineering or a closely related field.
Experience: Five (5) years full-time or its equivalent of increasingly
responsible administrative experience in community redevelopment program activities
in a public agency which must have included direction of professional staff engaged
in urban planning, real estate management and capital improvement programming and
financing.
KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of the theory, principles and practices of redevelopment and
of community economic development; knowledge of federal and California redevelop-
ment laws, land use, economics, planning, regulations and procedures associated
with redevelopment projects; knowledge of the principles of public administration,
including relevant elements of budgeting, public and redevelopment finance and
accounting, organization, and management practice; ability to effectively direct
and coordinate the preparation and implementation of a redevelopment program;
ability to direct organizational and procedural studies; ability to prepare concise,
comprehensive reports; ability to accept a wide range of responsibilities as
changing needs demands; ability to communicate effectively orally and in writing
with property owners, users and developers for the purchase and sale of property;
ability to summarize facts and opinions accurately; ability to establish and
maintain cooperative and effective relationships with those contacted in the course
of work, including elected and appointed officials, community groups and the
general public.

Forwarded herewith is a P 300 requesting the addition of one
position of Secretary - Advanced Level to this office to provide
clerical support to the new position of Director of Redevelopment.
At the present time, the day to day duties of the County's
Redevelopment Program are being performed by the County Planning
Department. Upon addition of the Director of Redevelopment
position to this office the overall responsibility for directing
and coordinating the county' s redevelopment activities will be
located here. Redevelopment will become a new division of this
office . The Director of Redevelopment will require high level
clerical support; an experienced secretary with stenographic
skills . Inasmuch as redevelopment is a relatively new function
for the county, it will be necessary for the secretary to
initially gather information on the county ' s redevelopment program
in order to establish division files . On an ongoing basis , the
secretary will be required to maintain the files and establish new
files as necessary in order to provide ready access to a wide
variety of redevelopment related matters . Although at the present
time the county only has one active redevelopment project (Pleasant
Hill BART Station area) , it is anticipated that in the relatively
near future several more redevelopment project areas will be
established.
The secretary must be able to take dictation from the
Director of Redevelopment and prepare all of his/her correspondence .
The secretary must have the responsibility to handle telephone
inquiries from other county departments , cities , redevelopment
agencies, private developers, consultants, and private citizens .
There will undoubtedly also be correspondence with various State
agencies and some monitoring and correspondence related to State
legislation affecting redevelopment activities .

The Director of Redevelopment will be a person with at least
five years of administrative experience in community redevelopment
program activities and will require a secretary with enough
experience and ability to assist the Director in initially
establishing files and operating procedures for administration of
the county redevelopment efforts. It is quite possible that as
additional redevelopment projects are initiated, additional
program staff would be added. Inasmuch as the initial staffing
will consist only of the Director and Secretary, it will be
necessary for the secretary to be able to screen calls in order to
make referrals to other agencies as appropriate, to provide some
basic information about the county's redevelopment program, or to
determine that the caller must speak or meet with the Director.
The development and monitoring of redevelopment projects
involves a significant number of meetings and the establishment
of various committees, e.g. , fiscal review committee. The
secretary would most likely be called upon to attend meetings and
record the minutes thereof. In connection therewith it will be
necessary to develop and maintain a mailing list of persons
interested in or directly affected by redevelopment efforts .
If experience indicates that the redevelopment division does
not require full time secretarial support, the incumbent will also
be used to provide such support to other related program areas .
