Jornlin, Director Contra Social Service Department Costa DATE: August 21, 1984 County SUBJECT: ALLOCATION OF AB 1733 FUNDS - FY 1984-85 SPECIFIC REOUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. Refund the Fiscal Year 1983-84 AB 1733 contracts for the period August 1, 1984 to June 30, 1985 as follows: 1) #20-463 We Care Society, Inc. $ 19,476 (Child Care for At Risk Infants) 2) #20-464 Families United Resource Development Board, Inc. 68,750 (Treatment/Sexually Abused Children) 3) #20-466 Early Childhood Mental Health Program 59,763 (Diagnosis and Treatment) 4) #20-467 Family Stress Center 21,026 (Respite Care) 5) X20-465 Rape Crisis Center of West Contra Costa 22,917 (CAPP - Child Assault Prevention Project - Countywide service) Administrative Expenditure 5,542 TOTAL $ 197,474 2. Authorize the County Welfare Director to negotiate, prepare and execute contracts on behalf of the County to implement the above allocation of funds. Said contracts will be subject to approval of format by County Counsel or Contracts Administrator and the State Department of Social Services Contracts Bureau. BACKGROUND/JUSTIFICATION The State Department. of Social Services has advised the Board that funding will be provided in the amount of $197,474 for a one year extension of existing County AB 1733 contracts. State Agreement Amendment X29-021-1 which will provide $5,542 for administrative expenditure and the remainder for contract extensions has been submitted to the Board for approval. These contracts are for programs relating to child abuse and neglect prevention and intervention. The State Department of Social Services provided guidelines for the extension of County contracts. Only FY 1983-84 contracts are eligible to be funded for FY 1984-85. No new contracts can be funded. OLS ON, COUNTY CL RK State Department Social Services AND EX OFFICIO CLERK OF THE BOARD Health Services M382/7-e3 �� � ��� BY DEPUTY -2- The Rape Crisis Center of West Contra Costa, Contract #20-465, had advised the Social Service Department that they intended to reduce their service area from Countywide to West Contra Costa County area only. This decision would have required a,reduction in funding from AB 1733 funds, although their entire budget for this program is approximately $140,000 from State and AB 1733 funds. They have now agreed to continue Countywide service. With one exception, the FY 1984-85 contracts will be 11-month prorated amounts of the FY 1983-84 contracts. #20-466 with Early Childhood Mental Health Program will have the same Payment Limit as in FY 1983-84 since it was previously a 10-month contract.
