CLSS COLINTY CLERK Personnel Director and ex officio CEark of the Beard County Counsel County Administrator By �.,��, �,�� Deputy 00284 tcl C& r Contra Costa TO: BOARD OF SUPERVISORS County FROM: WATER COMMITTEE DATE: August 14, 1984 SUBJECT: Support for a Wilderness Bill, Sponsored by Senator Pete Wilson Specific Requests or Recommendations & Background & Justification RECOMMENDATION The Board of Supervisors support the proposed wilderness bill to be sponsored by Senators Wilson and Cranston that would add 1.8 million acres of forest service lands to the wilderness system in California. BACKGROUND On July 17, 1984, the Board referred to the Water Committee and the Fish & Wildlife Comnittee a letter dated June 28, 1984, from Senator Pete Wilson asking support for a wilderness bill which would add 1.8 million acres of forest service lands to the wilderness system in California. Last year, the House of Representatives passed HR 1437 which proposed 2.4 million acres of lands into the wilderness system in California. The proposed bill by Senator Wilson adds 600,000 acres less than the bill that has been passed by the House, but Senator Wilson states that these deletions were made in recognition of important natural resource values and the need to keep them available for multiple use purposes. Senator Wilson states that without a California wilderness bill, five million acres of roadless forest service lands will continue to be managed as "de facto wilderness". This would ' restrict development, such as for timber sales, on these lands. Senator Wilson's letter included a list of projects that are presently held back, but would be available to be developed if a wilderness bill was passed. Senator Wilson states that Senator Alan Cranston and Congressman John Seiberling, Chairman of the House Sub-committee on Public Lands and National Parks, will co-sponsor the proposed wilderness bill. The Fish & Wildlife Committee discussed Senator Wilson's letter at their August 2, 1984 meeting. Some Committee members discussed the bill with environmental and conservation groups. These groups generally supported the bill, although they do not necessarily support all of the projects that could be developed if the bill passes. There appears to be a net benefit to passage of the bill . The Fish & Wildlife Study Committee recommends that the Board support the proposed wilderness bill.
