HomeMy WebLinkAboutMINUTES - 08141984 - 2.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 14, 1984 , by the following vote: AYES: Supervisors Powers , Fanden , Schroder , McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: California Firefighter Joint Apprentice Committee Program The Board received a report dated August 14 , 1984 from Philip J . Batchelor , County Administrator with respect to a proposal to include the Riverview , Moraga, Orinda and West County Fire Protection Districts in the Joint Apprentice Committee program , and the necessity to review the employment lists for the fire districts . Mr . Batchelor informed the Board that representatives of all five fire protection districts have met with Personnel staff and urged the implementation of new employment lists since the existing lists are almost four years old . He stated that there is also some concern about many aspects of the existing apprentice program . Supervisor Sunne W . McPeak commented on the need to determine what problems exist in the apprentice program so that the issues can be addressed and corrected . Chief William Maxfield , Consolidated Fire Protection District , appeared before the Board and stated that Consolidated Fire Protection District has been in the apprentice program for approximately 21/2 years , that the program has not proven to be cost effective as originally proposed , and that the District's analysis reveals a negative fiscal impact because of additional costs without establishing the fact that better firefighters are a result -of said program . He advised that his staff feels there are many major defects in the program , including legal problems , ethical problems , and obstacles to effec- tive personnel management practices . Chief Maxfield recommended that the question of the apprentice program be referred to either . the Finance Committee or Internal Operations Committee for review of the economic impact , the quality of the product received and the administrative considerations . Mr . David Holsberry, representing United Professional Firefighters , Local 1230, appeared before the Board and stated that the apprentice program is a meet and confer item. He requested that representatives of Local 1230 be included in the meet and confer process . IT IS BY THE BOARD ORDERED that the Joint Apprenticeship Committee Program and the question of implementation of new examinations and employment lists for firefighters is REFERRED back to the County Administrator for further review and recommendations .
